MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> AUGUST 14, 2019 <br /> OTHER BUSINESS <br /> -Certification of vote to hire consulting engineer to review plans for 413 Nathan Ellis <br /> Hwy., and 9 Shellback Way. <br /> Mr. Bonvie made a motion to ask Charles Rowley to review 413 Nathan Ellis Hwy., and 9 <br /> Shellback Way, give a price to the applicant, the Town obtain a check from the applicant <br /> to pay Charles Rowley. He will then review the applications, make comments to the <br /> applicant, and the applicant will deal with those comments and if necessary amend the <br /> plans appropriately to reflect those comments. <br /> Bill Blaisdell second. All were in favor. <br /> -Board to review comments submitted by the Building Inspector and DPW Director <br /> that were read into the record at the July 24,2019 ZBA hearings. <br /> Sharon read the DPW Director comments into the record for the Board to review. Charlie <br /> commented that a land surveyor is qualified to mark the property bounds and the street <br /> layout. There are concerns with the paper road. The Board had a discussion regarding the <br /> difference between paper roads and private roads. <br /> Ron made a motion that the Board require the applicant for 413 Nathan Ellis Highway to <br /> supply the following information to this Board for its review; <br /> 1. A registered land surveyor needs to stamp and sign the plan specifically in reference <br /> to the paper road clearly depicting the bearings and distances of the paper road and <br /> the lot. <br /> 2. A traffic study report to be performed including accidents that have occurred if any <br /> in the last ten years. All pertinent traffic documentation or information such as; <br /> automobile turning directions,what time of day,traffic count, etc. in this area from <br /> Algonquin Avenue to Old Brickyard Road,Ninigret Avenue, and Rte. 151: <br /> 3. The registered land survey should provide the Board in writing for their review the <br /> rights to passage and ownership of the possible paper road. <br /> Mr. Goldstein second, yes. All were in favor. <br /> -Vote to approve the July 24,2019 Meeting Minutes. <br /> Sharon moved to approve the Meeting Minutes. Mr. Blaisdell second. All were in favor. <br /> 14 <br />
