My <br /> opinion is the lack of compelling need for the pool should result in a denial for it. The issues <br /> related to mitigation are: mitigation area 1-Arborvitae provides no habitat value, the mitigation <br /> species should have habitat value.Mitigation area 2-contains no native shrubs. Provides little <br /> to no bank stabilization and benefits. Mitigation area 3-removal of existing patio, can't replant <br /> grass within 50ft under nitrogen control by-law.
