Applicant requests additional continuance to <br /> 9/12/2019 at 6:OOpm. <br /> Public Comment: Arlene Wilson representing several neighbors addressed lingering concerns <br /> regarding septic, foundation for proposed garage, and drainage. <br /> Agent commented issues raised regarding foundations and areas related to flood damage will <br /> be well vetted out through the building department. He doesn't endorse the raised patio, it's a <br /> substantial increase of impervious structure. It does not seem necessary. Hasn't seen any <br /> effort made to bring detached garage to the house. The stairway that's proposed to be <br /> upgraded to stone steps leads into Popponesset Beach Association property, would like to <br /> hear feedback from PBA first. Would recommend 5 year monitoring and maintenance <br /> contract for all mitigation and performance bond if the commission approves as presented. <br /> Motion: Mr. Sweet moved for a continuance 911212019 at 6:OOpm; seconded by Mr. <br /> Dalton. <br /> Vote: 5-0 unanimous <br /> 6:09 Frances Pennell, 76 Triton Way (NOI). Proposed removal of existing patios and installation <br /> of in-ground pool, decking, hardscaping and mitigation plantings. Applicant requests <br /> additional continuance to 9/12/2019 at 6:03pm. <br /> Agent said it involves a waiver request. Waiver criteria has been described many times. My <br /> opinion is the lack of compelling need for the pool should result in a denial for it. The issues <br /> related to mitigation are: mitigation area 1-Arborvitae provides no habitat value, the mitigation <br /> species should have habitat value.Mitigation area 2-contains no native shrubs. Provides little <br /> to no bank stabilization and benefits. Mitigation area 3-removal of existing patio, can't replant <br /> grass within 50ft under nitrogen control by-law. My position is to recommend denial without <br /> prejudice. <br /> Motion: Mr. Sweet moved for a continuance 9/12/2019 at 6:03pm, seconded by Mr. <br /> Dalton. <br /> Vote: 5-0 unanimous <br /> 6:12 Steven D. & Michelle H. Herwald, LLC, 2 Summersea Road (NOI). Proposed <br /> reconstruction of pier, ramp float with addition of a platform and mitigation.plantings. <br /> Applicant requests additional continuance to 9/12/2019 at 6:06pm. <br /> Agent recommends 3 year monitoring and maintenance contract with a professional if <br /> approved. <br /> Motion: Mr. Sweet moved for a continuance 9/12/2019 at 6:06pm, seconded by Mr. <br /> Dalton. <br /> Vote: 5-0 unanimous <br />
