*DRAFT MINUTES` BOARD OF SELECTMEN SEPTEMBER 9, 2019 6 Board of Selectmen Minutes September 9, 2019 NEW BUSINESS Discussion and Approval of Inter-Munici al A reement Between the Town of Mashpee and the Mashpee water District: Town Manager Rodney C. Collins presented a draft Inter-Municipal Agreement between the Town of Mashpee and Mashpee water District recommended to provide assessing and tax collection services to the District for a 3-year period commencing an July 1, 2019, Mr. Collins indicated the Agreement is fair and maintains status quo. Motion made by Selectman O'Hara to approve and execute the Inter-Municipal Agreement between the Town of Mashpee and the Mashpee Water District as presented. Motion seconded by Selectman Cotton. VOTE: Unanimous. 4-0. Roll Call Vote: Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes opposed, none Review of Amended Entertainment License: Naukabout Beer Company LLC• Peter Murner: The Board of Selectmen met with Peter Murner of Naukabout Beer Company, LLC, 13 Lake Avenue, Mashpee to review the modified Entertainment License approved on June 17, 2019. The amended license includes outdoor music/entertainment with stipulated hours of use during various times of year. At this time, there are no complaints, and no issues from the abutters to address. Mr. Murner indicated he is very pleased with the outcome and is content with the Town's decision to grant his company the opportunity to provide outdoor music/entertainment. Town Manager Rodney C. Collins indicated Mr. Murner has communicated productively and in a proactive manner. Selectman Andrew R. Gottlieb, the sole dissenting vote on the amended license indicated he is satisfied with the outcome. No further action was required. Discussion of La Plaza del Sol Concerns: Rebecca Oakley.5Michael Robbins Phili Afonso: Rebecca Oakley and Michael Robbins discussed the matter of the La Plaza del Sol with the Board of Selectmen. There has been numerous complaints regarding the motel and the Town has been requested to provide relief to the residents. Since 2017, Police record logs have documented 57 pages, 15 items on each page of disturbances, restraining orders, noise violations, threats and unattended deaths, etc. The list of 840 items also required directed patrols. Ms. oalfley indicated that since the sale of the property, the motel has brought nothing but havoc to the neighborhood. There is constant concern regarding decreased property values, safety, lack of control, 4. lack of management and accountability. It is believed the occupancy requirement is not being adhered to.
