*DRAFT MINUTES` BOARD OF SELECTMEN SEPTEMBER 9, 2019 6 <br /> Board of Selectmen <br /> Minutes <br /> September 9, 2019 <br /> NEW BUSINESS <br /> Discussion and Approval of Inter-Munici al A reement Between the Town of Mashpee and the <br /> Mashpee water District: <br /> Town Manager Rodney C. Collins presented a draft Inter-Municipal Agreement between the Town of <br /> Mashpee and Mashpee water District recommended to provide assessing and tax collection services to <br /> the District for a 3-year period commencing an July 1, 2019, Mr. Collins indicated the Agreement is <br /> fair and maintains status quo. <br /> Motion made by Selectman O'Hara to approve and execute the Inter-Municipal Agreement <br /> between the Town of Mashpee and the Mashpee Water District as presented. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes opposed, none <br /> Review of Amended Entertainment License: Naukabout Beer Company LLC• Peter Murner: <br /> The Board of Selectmen met with Peter Murner of Naukabout Beer Company, LLC, 13 Lake Avenue, <br /> Mashpee to review the modified Entertainment License approved on June 17, 2019. The amended <br /> license includes outdoor music/entertainment with stipulated hours of use during various times of year. <br /> At this time, there are no complaints, and no issues from the abutters to address. Mr. Murner indicated <br /> he is very pleased with the outcome and is content with the Town's decision to grant his company the <br /> opportunity to provide outdoor music/entertainment. Town Manager Rodney C. Collins indicated Mr. <br /> Murner has communicated productively and in a proactive manner. Selectman Andrew R. Gottlieb, <br /> the sole dissenting vote on the amended license indicated he is satisfied with the outcome. No further <br /> action was required. <br /> Discussion of La Plaza del Sol Concerns: Rebecca Oakley.5Michael Robbins Phili Afonso: <br /> Rebecca Oakley and Michael Robbins discussed the matter of the La Plaza del Sol with the Board of <br /> Selectmen. There has been numerous complaints regarding the motel and the Town has been requested <br /> to provide relief to the residents. Since 2017, Police record logs have documented 57 pages, 15 items <br /> on each page of disturbances, restraining orders, noise violations, threats and unattended deaths, etc. <br /> The list of 840 items also required directed patrols. <br /> Ms. oalfley indicated that since the sale of the property, the motel has brought nothing but havoc to the <br /> neighborhood. There is constant concern regarding decreased property values, safety, lack of control, <br /> 4. <br /> lack of management and accountability. It is believed the occupancy requirement is not being adhered <br /> to. <br />
