Review of Draft Scopes <br /> The Committee reviewed a draft scope of work for a Feasibility Study and Siting for a Proposed <br /> Department of Natural Resources Building. The project is divided into five tasks with the <br /> deliverables being selection of a Town property for the building, development of a conceptual <br /> plan, and provision of a preliminary cost estimate. The timeline which is aggressive proposes <br /> that work be completed in time to request funding at the May Town Meeting. The consultant <br /> selected will meet initially with DNR staff and review all of their current operations which are <br /> scattered throughout town on various properties. The final recommendation may be for a <br /> consolidated location or multiple locations as some DNR activities are water dependent but not <br /> all. The Committee discussed their role in the process. They will oversee the project including <br /> review of space needs requested by DNR. Four meetings with the consultant are proposed <br /> which the Committee can designate a representative to attend. The final recommendation to <br /> the CIP Committee and Board of Selectmen will come from the Committee. <br /> The Committee reviewed a draft scope of work for a Master Plan for Mashpee Middle/High <br /> School Athletic Field Complex. The project is divided into four phases. Phase 1 is evaluating <br /> existing facilities and usage. Phase 2 is schematic design with the deliverable being two options <br /> with rough cost estimates from which a decision would be made to move forward one. Option <br /> 1 would include a synthetic turf only for the stadium with improvements to the remaining grass <br /> fields. Option 2 could consider synthetic field for other fields if the use warrants. The <br /> remaining two phases would involve development of a master plan, cost estimate, and <br /> construction schedule for the selected option. Again,the Committee would oversee the <br /> project. Four meetings with the consultant are proposed which the Committee can designate a <br /> representative to attend. The final recommendation to the CIP Committee and Board of <br /> Selectmen will come from the Committee. <br /> Review of Preliminary 2021-2026 CIP Requests <br /> The Committee reviewed a draft of the 6-year Capital Improvement Plan for all Town properties <br /> including the schools. The perennial request for funds for flooring replacement is included <br /> though a separate project for replacement of the flooring in the cafeteria and adjacent hallway <br /> at the Quashnet School is proposed. Abatement of asbestos will have to be included with this <br /> project; an estimate is pending. The DNR building and the MMHS field improvements are also <br /> included with the funding request to be determined upon completion of the studies discussed. <br /> The final two projects proposed are replacement of the hot water systems at both QS and <br /> MMHS;the systems are.old and oversized for the actual use. As energy savings would be <br /> achieved, funding for these projects is proposed at least partially through a grant from Green <br /> Communities. The Committee will review the final draft for CIP at their next meeting. CIP is <br /> due October 4tn <br /> Other <br /> The Committee reviewed plans for potential roof-mounted solar installations at the KC Coombs <br /> and Quashnet Schools. The projects would be installed through a power purchase agreement. <br /> Whether to move the projects forward are still being discussed. <br /> 2 <br />
