even during construction, and the entire property has to be fenced, so it is not accessible to the general <br /> public. <br /> There being no further comments or discussion, Laurel Almquist moved to approve the Commercial Site <br /> and Septic Plan for 29 &41 Echo Road,on the condition that operators will acquire the necessary permit <br /> prior to operating. Motion seconded by Mallory Langler, VOTE: Unanimous(3-0). <br /> 8:00—11 Evergreen Circle <br /> Mr. Harrington commented that the plan was reviewed during Site Plan Review. The drainage,solid waste <br /> dumpster and recycling dumpster have been placed,and enclosed on a concrete pad. The Title V system <br /> is designed correctly and the floor plans have been reviewed. Mr. Harrington did note that the soil <br /> absorption system is below the parking area;therefore, a variance is required and needs to be placed on <br /> the plan. A retail food permit will also be required for the new location, and an inspection will be done <br /> prior to opening. <br /> Mr. Lizardi-Rivera noted the site has pavement all the way around for emergency vehicle access, and the <br /> primary and reserve leaching area are under pavement. He informed the board the leaching has been <br /> enlarged to allow for any future changes in use. Mr. Harrington recommended the board add a condition <br /> to approval that, if the design flow increases to over 600 gpd,a denitrification system must be added. He <br /> reminded Mr. Lizard-Rivera that new construction requires both the engineer and land surveyors stamp <br /> on the plan. Chair Baumgaertel also noted the absence of a locus on the plan. <br /> There being no further comments or discussion, Laurel Almquist moved to approve the Commercial Site <br /> and Septic Plan for 11 Evergreen Circle with the added variance of the soil absorption system below the <br /> parking area, provided that the standard commercial property conditions apply to the property. A land <br /> surveyor's stamp and locus must be added to the plan. Also,if the design flow increases to over 600 gpd, <br /> a denitrification system must be added. The Board <br /> requires each leased unit to have a bathroom plumbed, not constructed, for convenience of the <br /> occupants. Each unit will have a floor drain connected to the industrial waste holding tank. Mr. <br /> Harrington noted that,during the Plan Review meeting, it was suggested that the septic tank be relocated <br /> out from under the pavement to allow for the addition of a denitrification system should the design flow <br /> increase to over 600 gpd. The septic system is proposed below a parking area; therefore a variance is <br /> required and needs to be placed on the plan. The contactor bays will be sold separately, making the <br /> property a condominium and necessitating a septic inspection every three years. <br /> Dan Ojala,of Cape and Island Engineering, introduced himself for the record. He stated that the tank had <br /> been moved out from under pavement, and a vent had been added to the leaching. He acknowledged <br /> that a variance note would be added to the plan,and that the site is not in a Zone II. Mr. Harrington noted <br /> that both leaching facilities were tied to one vent, and Mr. Ojala agreed that it was a good call to put two <br /> separate vents in. <br /> 3 <br />
