The property owner was present and stated that there is a well at property that has been in existence <br /> since the home was built in 1989, but the location is unknown and, due to its age, it cannot be repaired. <br /> Chair Baumgaertel confirmed with the owner that the new well will be used for irrigation only, and will <br /> not be used for watering vegetable gardens. He explained that he had recently read a 2014 study about <br /> plant uptake, which stated that grass grown in contaminated soils actually b!o-accumulates PFC to an <br /> appreciable level. Mr. Harrington advised the board that the house is on Town water. <br /> There being no further comments or discussion, Mallory Langler moved to approve the request for an <br /> irrigation well variance for 60 Shorewood Drive, with the following conditions: 1)Annual VOC testing be <br /> performed. 2)An affidavit be recorded at the Registry of Deeds stating the requirement for annual VOC <br /> testing. The affidavit include acknowledgments by the owner that they have been made aware of the <br /> presence and risks from exposure to the PFCs, and a that they have read and understand the EPA, DPH, <br /> and CDC guidance documentation on PFCs. The affidavit state that the irrigation well may be discontinued <br /> or abandoned under orders from the Board of Health, if required. 3) The spigot on the house be labelled <br /> "non-potable water" and located below grade in order to prevent free access. 4) An inspection be <br /> conducted to determine that the spigot has been properly labelled and that there is no cross-connections <br /> between the irrigation well and any other utilities. Motion seconded by Laurel Almquist, VOTE: <br /> Unanimous (3-0). <br /> 7:55—29&41 Echo Road <br /> Mr. Harrington commented that the existing property at 29 Echo Road is expanding its use and area by <br /> adding recreational marijuana to the medical marijuana facility. The abutting vacant lot has been <br /> purchased and allocated for required parking and drainage. The site and septic plans have been reviewed <br /> and meet the board's requirements. The dumpsters are required to be inside due to security around the <br /> waste product. The floor plans were reviewed during the Site Plan Review, with no issues encountered. <br /> Now that the recreational marijuana regulation is in place, a permit from the Board is required prior to <br /> operating. <br /> Raul Lizardl-Rivera, of Cape & Islands Engineering, introduced himself for the record. He stated that the <br /> property on eastern side was developed and permitted as a medical marijuana dispensary,and the owners <br /> now want to expand. The septic was installed in the rear of the medical marijuana facility, and will <br /> continue to be used. The developer plans to acquire the vacant lot to the west of current facility to expand <br /> on required parking, and to accommodate the drainage. <br /> Mr. Harrington inquired about the traffic flow, and Mr. Lizard!-Rivera commented that there is currently <br /> a curb cut in front of existing building,with a guard shed. The applicant is proposing that the existing curb <br /> cut, currently used for entering and exiting, will be used as an entrance only for medical patience and for <br /> customers that have pre-ordered items. The left side will be for retail customers only, and there will be <br /> a single exit for all vehicles at the far west side of the property. Mr. Harrington inquired about secure <br /> employee parking, and Mr. Lizard!-Rivera responded that the north parking row will be designated for <br /> employee parking. Mr. Lizard!-Rivera confirmed that no cooking or food preparation was being proposed. <br /> He also indicated that,in addition to there being no dumpsters allowed outside,all trash is required to be <br /> removed from the building each night. <br /> Mr. Harrington informed the board that there has to be a physical separation of the facilities,so a second <br /> security guard will be placed at a single entrance in the middle of the building to control entry. People <br /> with medical cards can go to both the recreational side and the medical side of the facility, but all others <br /> will be restricted to the recreational side.
