It was agreed the delayed correspondence would be <br /> taken under advisement and considered as an amendment on Town Meeting floor. <br /> Motion made by Selectman O'Hara to approve and execute Draft#5 of the final October 21, 2019 <br /> Town Meeting Warrant. <br /> Motion seconded by Selectman Sherman. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Opposed, none <br /> Discussion of Special Meetings Schedule for Wastewater; Topic of First Special Meeting on September <br /> 16 2019, on Wastewater is "Lessons Learned from Other Cape Cod Towns"; Questions for Future <br /> Special Meetings on Wastewater Management Options: <br /> In an effort to continue conversations on wastewater,the Board of Selectmen outlined the following <br /> meeting schedule; <br /> Monday, September 16, 2019—6:00 p.m. <br /> Monday, October 28, 2019—6:00 p.m. <br /> Monday, November 25, 2019—6:00 p.m. <br /> Monday, December 9, 2019—6:00 p.m. <br /> Additional meetings based on availability would be scheduled the week of October 14th and the week of <br /> November 11 th. Specific topics will be scheduled based on questions and comments. <br /> At the September 16, 2019 meeting Alan McClennan, former Chairman of the Orleans Board of <br /> Selectmen will discuss lessons learned, and the unanimous $47 million bond authorization to manage <br /> wastewater. George "Bud" Dunham, Town Manager of Sandwich and David Sampson a Sandwich <br /> Selectmen will be invited to discuss the process of developing a financial vehicle for wastewater <br /> management from an elected point of view. <br /> Additional comment was made on the use of Joint Base Cape Cod to solve the problem of clean water <br /> for Mashpee and other communities. The use of JBCC is more of an option than it have ever been and <br /> should be vetted thoroughly. It was agreed the matter of building consensus and financing are all <br /> common elements affecting the Cape communities. On the matter of wastewater as it relates to the <br /> Town of Mashpee decisions have to be made on all issues including the lead for management. If the <br /> Town elects to form a Sewer District, the legislation process may take two years to gain approval. <br />
