6 <br /> Board of Selectmen <br /> Minutes <br /> September 23, 2019 <br /> NEW BUSINESS <br /> Discussion and Approval of Memorandum of Understanding Between the Town of Mashpee and <br /> the Mashpee Old Indian Meeting House Authority Inc.(MOIMHA): Parsonage Restoration (Feasibility) <br /> The Board of Selectmen reviewed the Memorandum of Understanding approved by Town Counsel, and <br /> authorized by Cedric Cromwell representing the Mashpee Old Indian Meeting House Authority, Inc. <br /> David Weeden was in attendance on behalf of the Tribe to recommend the Board move forward with the <br /> MOU, a requirement of the CPA and Town Meeting for CPA funding to assist with the Mashpee Parsonage <br /> Restoration project. <br /> Approval of the MOU will allow the Tribe to move forward with a Feasibility & Technical Assistant Grant <br /> which requires matching funds; $30,000 from the CPA appropriated project. It was disclosed that <br /> matching funds are currently being held by the Rockland Trust Investment Bank and are immediately <br /> available for this project. <br /> Motion made by Selectman O'Hara to approve and execute the Memorandum of Understanding <br /> between the Town of Mashpee and the Mashpee Old Indian Meeting Housing Authority, Inc. for the <br /> Mashpee Parsonage Restoration (Feasibility) project. <br /> Motion seconded by Selectman Sherman. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Opposed, none <br /> A brief discussion followed with respect to the open dates for the general public to visit the Old Indian <br /> Meetinghouse and Mashpee Parsonage. With regards to the Old Indian Meetinghouse it was disclosed the <br /> Meetinghouse is open to the public 3-days per week during the summer months, and advertised as such by <br /> the Mashpee Chamber of Commerce and Mashpee Wampanoag Tribe on their respective websites. It was <br /> recommended that an agreement be developed to invite the public to the Old Indian Meetinghouse and <br /> Parsonage (when restored) on specific days. <br /> Discussion and Approval of the Following New Board of Selectmen Policies: <br /> Policy#080: Road Layout Policy: <br /> The Board of Selectmen reviewed Policy#080, the Road Layout Policy required for a street, road or other <br /> travelled way to be laid out, altered, relocated or discontinued as a public or private way. Catherine <br /> Laurent, Director of Public Works indicated the Town of Mashpee has been adhering to the procedures as <br /> outlined in the policy. Approval of Policy#080; Rules & Regulations for Road Layouts in coordination <br /> with the Mashpee Planning Board, the Department of Public Works and the Town Planner is consistent <br /> with all regulatory Boards policies and procedures. <br /> It was noted the Board of Selectmen have the ability to amend this policy to include a process for the sewer <br /> collection system mains and related piping. It was agreed the Board would further review the inclusion of <br /> this procedure into the policy document. <br />
