8 <br /> Board of Selectmen <br /> Minutes <br /> September 23, 2019 <br /> NEW BUSINESS <br /> Community Preservation Act Application Deadline for the May 2020 Town Meeting: November 1, 2019: <br /> It was announced the deadline for applications to be submitted to the Community Preservation Committee <br /> for CPA funding at the May 2020 Town Meeting is November 1, 2019. Forms are available online or at <br /> the Office of the Town Manager. <br /> Discussion of Wastewater Finance Presentations from the September 16, 2019 Meeting: <br /> The Board of Selectmen highlighted some of the recommendations from the Town of Sandwich and the <br /> Town of Orleans at the last wastewater session. It was agreed the Board would invite the Town Manager's <br /> Financial Team to an upcoming session to further review the financial scenarios regarding wastewater. <br /> This would include Mashpee's financial model in comparison to the Towns of Orleans and Sandwich <br /> modeling in addition to the financial review of Joint Base Cape Cod. <br /> Jefferson Gregg of GHD, Inc. the Town's consulting engineer would also be requested to attend a future <br /> meeting to review the Wastewater Treatment Facility Plan and discuss the documents in detail that have <br /> not been reviewed by the public. This includes the new site plan depicting the location of the neighboring <br /> homes and vegetative buffer. It was suggested that GHD define what is included in Phase I and in Phase II <br /> to assist in the development of a financial model for the Town of Mashpee. <br /> The siting of the Site 4 Wastewater Treatment Facility has been a decade long and full public process. <br /> Multiple sites have been reviewed, and there has been an extensive review. The Plan has been approved by <br /> the Secretary of Environmental Affairs and has adhered to MEPA requirements. The Board of Selectmen <br /> has also signed off on the site location to improve upon the conditions of the Mashpee River. <br /> As discussion continued it was agreed the Town of Sandwich is receptive to the needs of Mashpee and is <br /> interesting in collaboration in the matter of wastewater. An executed MOU between the respective parties <br /> details responsibilities in this course. <br /> It was suggested the Town move forward with Phase I as soon as possible. If JBCC is presented as a viable <br /> option, the use of the base would complement the workings of Phase I. JBCC and Phase I may be similar <br /> in costs. To date, there are two bidders responding to JBCC operations. In considered cost assumptions <br /> and revenue streams, it was agreed there is a need to build a model to develop a plan for the capital outlay <br /> and subsidy for wastewater. A 1% reduction in the CPA surcharge to the WIIF is under consideration. <br /> Regarding operations and comparisons in the matter of wastewater, the Towns of Falmouth and Barnstable <br /> manage this function in-house as town operational departments. The Town of Orleans operates their <br /> wastewater facility under private contract. It was agreed Ray Jack from Falmouth and Jill Goldsmith from <br /> Chatham would be invited to attend discussions on the operation of a wastewater facility in their respective <br /> towns. <br /> During the interim, it was recommended that permeable reactive barriers be placed accordingly to filter <br /> nitrogen from the Mashpee River. <br />
