pruning. Continued from 6/27, 7/25, 8/8, 8/22 for revised plan reducing impervious
surface area.
Andrew Garulay (Yarmouthport Design Group) &Thomas Bunker (BSS Design) presented
updated plans including pervious driveway, reduced patio size (now 2,222 sq ft from 2,369 sq
ft), and pervious paver system.
Public Comment: Arlene Wilson (AM Wilson &Associates) representing several neighbors,
wanted more details about the permeable pavement: is it part of the installation and where is
it going to go? If the manufacturer recommends specific maintenance, it should be written in
as a condition.
Agent commented he spoke with the homeowner to review concerns from previous meeting
which was centered on reduction of impervious surface overall. PBA sent comments to the
homeowner regarding the request to upgrade the steps that lead to the coastal dune owned
by PBA property. The mitigation will carry a 3 year monitoring and maintenance period and
there must be a signed contract with a professional to submit bi-annual reports in the fall and
spring each calendar year after the plants are installed and the project receives a COC.
Commission does have the right to extend the monitoring and maintenance period if it's
discovered that the standard for survival of mitigation planting of 90% is not met. Also this
project does include vista pruning. Does not include any vegetation on PBA property. No
other comments.
Paul Saganey (homeowner) stated they are meeting with PBA tomorrow to discuss the steps.
Mr. Sweet asked about the pitch of the driveway, Thomas Bunker explained there's a slight
pitch, but it's a very flat driveway. Agent commented if runoff becomes an issue in the future,
the Commission can address it then.
Andrew Garulay addressed Arlene's Wilson's concerns stating he would check on the
maintenance of these particular pavers. They are made with a nub, so they won't touch.
Piping will go to a dry well to avoid runoff. Agent commented it's understood not to allow
conditions to degrade to such a degree that it allows runoff. Also, the cobble apron further
ensures the water would break up. The combination of pervious aggregate and cobble apron
should be sufficient, but we can put that as a condition included in the monitoring and
maintenance.
Motion: Mr. Sweet moved to approve proposed project of Paul &Jamie Saganey at 28
Jeep Place with condition of mitigation and drainage monitored for 3 years, seconded
by Mr. Dalton.
Vote: 4-0 unanimous
6:03 Frances Pennell, 76 Triton Way. Proposed removal of existing patios and installation of in- NOI
ground pool, decking, hardscaping and mitigation plantings. Applicant requests additional
continuance to 10/24/2019 at 6:OOpm.
Motion: Mr. Sweet moved for a continuance 10/24/2019 at 6:OOpm, seconded by Mr.
Dalton.
Vote: 4-0 unanimous
