Mashpee Board of Sewer Commissioners AGENDA <br /> Thursday, August 15, 2019 <br /> Call Meeting to Order: 7:00 p.m. — Ockway Meeting Room, Mashpee Town Hall, 16 Great Neck <br /> Road North, Mashpee, MA 02649 <br /> Approval of minutes: November 16, 2017, October 25 & November 15, 2018 and July 18, 2019 <br /> Status of Final Plan: <br /> - No implementation begun other than limited shellfish propagation and WWTP preliminary design. <br /> - JBCC shared facility proposal / report by Wright-Pierce. Selectmen voted to pursue study. Sandwich <br /> Town Meeting vote to allow Barnstable sewage force main on certain streets. <br /> - Selectmen request for Water District Commission position regarding Water & Sewer District. <br /> - Save Popponesset Bay Water Quality Committee. <br /> GHD WWTP Preliminary Design project: <br /> - Work begun 1/2/19. Property surveys and topography completed. Preliminary layouts developed <br /> and public workshop held at July 18 meeting. <br /> - Value Engineering Consultant status. <br /> - Status of design funding articles. <br /> - Report on Mashpee Commons sewage treatment plant tour. <br /> Status of other tasks: <br /> - Shellfish (any report from Rick York). <br /> Budget issues: <br /> - FY 2020 Budget request $35,200, Town Meeting approved: $10,200 (Town Manager indicates that <br /> he will set aside $25,000 from his Legal & Engineering budget for WWTP preliminary design Value <br /> Engineering.) <br /> - Status of Selectmen and Finance team discussions regarding financing and organization of <br /> wastewater system implementation. Finance team report favoring District. <br /> - Status of Sewer Commission Administrator position etc. <br /> Voucher approvals: 65,500 GHD July 27, 2019 invoice approved by Chair for solicitation of CCC <br /> DRI funds and payment through Town Manager's office. <br /> Intermunicipal issues: <br /> - IMAs with adjacent towns - Popponesset Bay: IMA with Barnstable and Sandwich signed 12/17. No <br /> further action on implementation. Sandwich has adopted 2% tax surcharge for wastewater facilities. <br /> - Watershed-Based Permit for Waquoit Bay: first IMA meeting with Falmouth and Sandwich was held <br /> on June 26, 2018. Chair Fudala attended.
