P <br /> Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> September 10,2019 at 6:30 pm <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> Present: Allan Isbitz,Walter Abbott, Berkeley Johnson, Marie Stone, Bruce Willard <br /> Also: Assistant Town Manager Wayne Taylor <br /> CALL TO ORDER <br /> Mr. Isbitz opened the meeting at 6:30 p.m. with a quorum, and the roll was called. <br /> APPROVAL OF MINUTES August 6,2019 <br /> Chairman Isbitz offered proposed changes to the minutes by email. There was clarification regarding <br /> discussion about the addition of the Wampanoag Tribe affordable housing units and its qualification to <br /> the Subsidized Housing Inventory, and whether it was a similar process as Habitat for Humanity. <br /> MOTION: Mr.Willard made a motion for approval of the minutes. Mr. Johnson seconded the <br /> motion. All voted unanimously. <br /> OLD BUSINESS <br /> Report by Assistant Town Manager Wayne Taylor <br /> Mashpee Commons Proposed Plan Revisions-Mr. Taylor confirmed that, according to <br /> Mashpee Bylaw, the Planning Board would be involved in the Development Agreement with Mashpee <br /> Commons and the Cape Cod Commission. Negotiations would be led by the Planning Board, or its <br /> designee, and could include others in the process. Upon completion of negotiations, the Planning <br /> Board would forward a proposed Development Agreement to the Board of Selectmen, for approval. <br /> Bylaw Reference 174-27.1 Section D2 <br /> Commercial Street Mixed Use Project,RFP Draft Progress-Mr. Taylor reported that he, <br /> Town Planner Evan Lehrer and Selectman Carol Sherman and Chair of EDIC, were working to <br /> develop an RFP to consider a mixed use possibility for Commercial Street. It was hoped that mixed <br /> use would include retail and affordable housing. A possible release of an RFP was expected in <br /> December. <br /> Report by Town Planner Evan Lehrer <br /> 950 Falmouth Road Progress Report, POAH'S Progress Design Revisions-Mr. Taylor <br /> reported on behalf of Mr. Lehrer that Julie Creamer would be presenting to a smaller group to ensure <br /> that revisions were as anticipated. It was expected that Selectmen Sherman and Cotton would be part <br /> of the group. Chairman Isbitz, Mr. Abbott, Mr. Taylor and Mr. Lehrer would also be in attendance at <br /> the meeting with the architect. The Chair confirmed that he was in receipt of an email from Ms. <br /> Creamer. <br /> 12 Cypress Circle-Mr. Taylor stated that the site was located in a Zone 2 Groundwater <br /> Discharge area with density limited to five total bedrooms, though density could be increased by <br /> pursuing a nitrogen aggregation plan or a project of two single family homes. Habitat for Humanity <br /> had expressed interest in the site. Selectman Gottlieb had notified Mr. Taylor that a request of interest <br /> was needed prior to Town Meeting, as an obligation to the CPC, which would be drafted. Mary <br /> Waygan, Planning Board representative to the CPC, stated that the Committee did not wish to miss the <br /> funding opportunity for the parcel. Ms. Waygan stated that the lot had been previously considered by <br /> developers, but never developed. The vote to recommend to the Warrant was contingent upon a <br /> Request for Interest to be issued, so that it was known whether there was interest from community <br />
