*DRAFT* MINUTES BOARD OF SELECTMEN SEPTEMBER 23, 2019 6 Board of Selectmen Minutes September 23, 2019 NEW BUSINESS Discussion and Approval of Memorandum of Understanding Between the Town of Mash ee and the Mashpee old Indian Meeting House Authority Inc. MOIMHA : Parsona e Restoration Feasibilit The Board of Selectmen reviewed the Memorandum of Understanding approved by Town Counsel, and authorized by Cedric Cromwell representing the Mashpee old Indian Meeting:Mouse Authority, Inc. David weeden was in attendance on behalf of the Tribe to recommend the Board move forward with the MOU, a requirement of the CPA and Town Meeting for CPA funding to assist with the Mashpee Parsonage Restoration pro j ect. Approval of the MOU will allow the Tribe to move forward with a Feasibility & Technical Assistant grant which requires matching funds; $30,000 from the CPA appropriated project. It was disclosed that matching funds are currently being held by the Rockland Trust Investment Bank and are immediately available for this project. Motion made by Selectman O'Hara to approve and execute the Memorandum of Understanding between the Town of Mashpee and the Mashpee old Indian Meeting Housing Authority,Inc. for the Mashpee Parsonage Restoration (Feasibility) project. Motion seconded by Selectman Sherman. VOTE: Unanimous. 4-0. Roll Call Vote: Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes Opposed, none A brief discussion followed with respect to the open dates for the general public to visit the Old Indian Meetinghouse and Mashpee Parsonage. with regards to the Old Indian Meetinghouse it was disclosed the Meetinghouse is open to the public 3-days per week during the summer months, and advertised as such by the Mashpee Chamber of Commerce and Mashpee wampanoag Tribe on their respective websites. It was recommended that an agreement be developed to invite the public to the old Indian Meetinghouse and Parsonage (when restored) on specific days. Discussion and Approval of the Followinv,New Board of Selectmen Policies: Polic #080: Road La out Polic Y The Board of Selectmen reviewed Policy#080, the Road Layout Policy required for a street,road or other travelled way to be laid out, altered, relocated or discontinued as a public or private way. Catherine Laurent,Director of Public works indicated the Town of Mashpee has been adhering to the procedures as outlined in the policy. Approval of Policy#080; Rules &Regulations for Road Layouts in coordination: with the Mashpee Planning Board,the Department of Public works and the Town Planner is consistent with all regulatory Boards policies and procedures. It was noted the Board of Selectmen have the ability to amend this policy to include a process for the sewer collection system mains and related piping. It was agreed the Board would further review the inclusion of this procedure into the policy document. }
