Mashpee Planning Board <br /> Minutes of Meeting <br /> September 25, 2019 at 7:30 p.m. <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> 16 Great Neck Road North <br /> Present: Chairman Mary Waygan, Vice Chairman Joe Cummings, Dennis Balzarini, Joseph <br /> Callahan, John(Jack)Phelan, Robert (Rob)Hansen (Alt.) <br /> Also: Evan Lehrer-Town Planner, Charles Rowley-Consultant Engineer <br /> CALL TO ORDER <br /> The Town of Mashpee Planning Board meeting was opened with a quorum in the Waquoit <br /> Meeting Room at Mashpee Town Hall by Chairman Waygan, at 7:30 p.m. on Wednesday, <br /> September 25, 2019. The Chair stated that the meeting was being videotaped and recorded. The <br /> Pledge of Allegiance was recited. <br /> APPROVAL OF MINUTES—August 21,2019 and September 4,2019 <br /> The August 21 minutes were not available and September 4 minutes not yet reviewed, so the <br /> minutes were tabled until the next meeting. <br /> PRESENTATION <br /> Cape Cod Commission Presentation on Updated Local Comprehensive Planning <br /> Regulations-Kristy Senatori, Executive Director, and Chloe Schaefer, Chief Planner of the Cape <br /> Cod Commission,were present to share updates regarding the Local Comprehensive Planning <br /> Regulations. Mashpee's Representative to the Commission, Ernie Virgilio, was also present. <br /> Ms. Senatori reported that the Regional Policy Plan had been updated in the spring, noting that <br /> regulations needed updating as well. The LCP regulations were first discussed with local staff <br /> and Town Planners in order to create a more user friendly tool for communities. The intent of <br /> the LCP regulation update was to streamline the process for communities, develop a more <br /> flexible framework and align the local goals, objectives and priorities. The LCP served as a <br /> source of information and was an identification of existing conditions and anticipated changes. <br /> The update also included an LCP guidance document which included frequently asked questions, <br /> supplemental resources and a draft LCP template. Ms. Senatori indicated that Cape Cod <br /> Commission staff was available to assist communities to update their LCPs. <br /> Ms. Schaefer described the six major elements of the new regulations, to include a vision <br /> statement to express the desires of the community to grow, develop and protect resources, <br /> existing conditions, community goals consistent with the RPP and local needs, a capital facilities <br /> plan, housing plan and targeted action plan with new bylaws to assist the community to achieve <br /> its vision. Ms. Schaefer noted that additional town planning, such as open space or housing <br /> production plans, could be incorporated into the LCP. Regarding certification, the public should <br /> be involved in the process to develop the LCP, as well as working cooperatively with Cape Cod <br /> Commission staff for tech support.
