Joe Lyons seconded.All in favor, motion <br /> passed. <br /> Status of Final Plan: <br /> -No implementation begun other than the limited shellfish propagation and WWTP preliminary design. - <br /> -JBCC shared facility proposal: October Town Meeting article for$250,000 towards study. <br /> Joe Lyons suggested the verbiage for the $250,000 towards the study should be something along the <br /> lines of"continue moving forward however we have to move forward to solve this pollution problem." <br /> The Selectman should define the purpose and scope of it so that it includes the words"JBCC study and <br /> the required review expenses for the approved wastewater plant."This will give the Selectmen the <br /> flexibility to deal with whatever consultants we need to have in regards to JBCC or implementing the <br /> plan as it is now written. <br /> GHD WWTP Preliminary Design Project: <br /> -Presentation by GHD of recommended municipal ("Site 4")treatment plan design and site plan. <br /> Anastasia Rudenko and Lenna Quackenbush gave an update on the design development of the Mashpee <br /> water resource recovery facility. (Presentation attached.) <br /> The 5 phases are divided into 4 potential construction stages. The phases are contingent on how the <br /> shellfish do. Future phases will be implemented if the shellfish do not do well. <br /> The preliminary site layout shows in Blue the buildings to be built in Phase 1, in Green the potential to <br /> expand, and in Yellow the effluent recharge beds with potential to increase.There will be further tests <br /> once the facility is operational, some parts may not be used in future stages. <br /> There are 2 entrances: 1. The current entrance to the transfer station. 2. Proposed construction <br /> entrance (temporary) which is required by DPW. <br /> There's a vegetative buffer around the entire facility. Full plants you can't see through as a visual buffer <br /> in addition to the current forest trees. MA DEP recommends a 50ft buffer. We have 150ft around all, <br /> increased to 200&300 where it's closest to residential properties. <br /> Multiple side by side comparisons of 200ft&500ft buffers with Southport, Cotuit Meadows, Stratford <br /> Ponds, New Seabury, Mashpee Village, Mashpee Commons, and Windchime Point. <br />
