12 <br /> Community Preservation Committee <br /> Minutes <br /> June 20, 2019 <br /> OLD BUSINESS <br /> Review&Approval of Recommendation to Board of Selectmen regarding future needs of <br /> Community Preservation Act Funds: <br /> As the year 2020 approaches, the Community Preservation Committee continued discussions <br /> regarding the future needs of the 3% CPA surcharge in the Town of Mashpee. Over the course <br /> of the budgetary process there has been some discussions regarding adjustments that may be <br /> necessary to fund a level service budget, and the CPA equivalent was considered. <br /> With new revenue streams, the perceived budget shortfall is now driven forward beyond 2023. <br /> It was noted the Town of Sandwich has voted to reduce their CPA tax from 3%to 2%. With the <br /> use of the 1% in CPA funds and an additional 1%, a Water-Infrastructure Fund (WIF) has been <br /> created. <br /> It was agreed the CPC would convey to the Board of Selectmen the Community Preservation <br /> Committee has been prudent in financial planning and frugal with expenditures to ensure the <br /> debt associated to the Land Bank is met. There is a need to continue with the CPA to fund <br /> Affordable Housing and long term funding to the Affordable Housing Trust. There is also a <br /> need to conform to the Open Space Plan and to fund other needs of the Town of Mashpee. At <br /> this time, the CPC recommends to remain status quo with the 3% CPA tax until the need for <br /> additional infrastructure monies has been determined. <br /> The CPC would consider not having the Historic Purposes Reserve as it is often difficult to <br /> spend if it is permissible to remove this reserve category under the CPA Act. <br /> Motion made by Mr. Harsch to convey the above referenced information to the Board of <br /> Selectmen regarding the future needs of the CPA. <br /> Motion seconded by Mr. Halpern. <br /> VOTE: Unanimous. 6-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mrs. Thayer,yes Mr. Halpern,yes Mr. Larkin,yes <br /> Ms. Waygan,yes Mr. Harsch,yes Opposed, none <br /> NEW BUSINESS <br /> Deliberations on Project Proposals & Articles for October 2019 Town Meeting: <br /> Ockway Bay Boat Ramp Improvement Project Phase II - $40,000: Action taken to support. <br />
