*APPROVED 11-4-2019* Board of Selectmen Minutes 10-21-2019 BOARD OF SELECTMEN MINUTES OCTOBER 21, 2019 Present: Andrew Gottlieb,John Cotton, Thomas O'Hara, Carol Sherman, David Weeden Attendees: Finance Committee Members: Michael Richardson, Jeffrey Pettengill, A. Gregory McKelvey, Darlene Furbush, Charles Gasior, John Miller; Absent: Philip McCahill Town Manager Rodney Collins, Assistant Town Manager Wayne Taylor, Town Counsel Patrick Costello, Town Moderator Jeremy Carter, Deputy Town Moderator Edward Larkin Meeting called to order by Chair Gottlieb at 6 pm in the Main Office Conference.Room at Mashpee High School. NEW BUSINESS Review of Annual Town Meeting Warrant, Motions and Possible Amendments to Motions with the Finance Committee, Town Counsel and the Town Moderator Members of the Board of Selectmen met jointly with members of the Finance Committee for the purpose of conducting a final review of the October 21, 2019 Annual Town Meeting Warrant and the proposed motions. Discussion of the Board of Selectmen's motion to be made for amendment to Article 5-General Bylaw for a Polystyrene Products Ban ARTICLE 5 PROPOSED REVISED MOTION TO BE MADE BY SELECTMAN WEEDEN: I move the Town vote to approve Article 5 as printed in the warrant with the following Bylaw text modifications: In §126-11. Use Regulations, substitute "July31, 2021"for "June 30, 2021" and with the exception of the phrase, "or take any other action relating thereto." It was disclosed that the Article as submitted and printed in the warrant had an error on the end date for disposal of unused polystyrene products after the proposed ban would take effect.The change in the motion was made on the recommendation of Town Counsel. Attorney Costello also explained that many towns in the Commonwealth have ad-opted a similar bylaws for this ban as well as the ban proposed for plastic straws in Article 6. Mr. McKelvey stated that he has an objection to the ban and wants to send the Article back for further review, amendments and possibly be submitted in May 2020. Motion made by Ms. Sherman to move Article#5 as amended. Motion seconded by Mr. Cotton. VOTE: In favor: 5-0.
