6. Review of Board of Health Fee Schedule. Mr. Harrington commented that we did not have a fee <br /> for Transportation Food Delivery Only and, if the Board is going to change the fees, it should be <br /> done soon as renewal letters will be going out November V. <br /> There being no further comments or discussion, Laurel Almquist moved to approve the Fee <br /> Schedule for 2020. Motion seconded by Brian Baumgaertel. VOTE: Unanimous(2-0). <br /> 7. Discussion of Open Meeting Law. Mr. Harrington commented that the Town Manager issued a <br /> reminder at the Department Head meeting that Board members are prohibited from deliberating <br /> outside of a public meeting. The only matter that is allowed via email is the scheduling of <br /> meetings. Agenda items cannot be discussed through email, and Health agent cannot act as a <br /> mediator for discussion. <br /> 8. Discussion of final executed October Town Meeting Warrant. Mr. Harrington commented that <br /> the finalized short-term rental bylaw and addition of a full-time Code Enforcement Officer have <br /> been approved by the Selectmen for inclusion in Town Meeting Warrant. The salary range was <br /> set and included in article. Also included was the article to fund the third party group who will <br /> identify short-term rentals and facilitate the initial notification. <br /> 9. Other Business. Chair Baumgaertel stated that Mashpee does not have a representative on the <br /> Cape Cod Water Protection Collaborative. At meeting earlier in the week, members of the <br /> collaborative discussed the Cape & Islands Water Protection Fund Board, and one member <br /> brought up the host compliance piece. Chair Baumgaertel stated that it would benefit everyone <br /> to look at providing that service county-wide. <br /> Mr. Harrington informed the Board that he was contacted by DPH regarding a mosquito in <br /> Mashpee that had tested positive for EEE. The Town Manager and Selectmen were notified, as <br /> were the Schools and the Cape Cod Times. An advisory was prepared and sent to Mashpee TV, <br /> and will be posted at Mashpee trails, parks, playgrounds and beaches. One mosquito does not <br /> require cancellation of sports or other after-school activities.That would only happen if multiple <br /> mosquitos tested positive,or if there were a human case. Mashpee's risk is still considered to be <br /> low. Mosquito activity is slowing down, but the risk does not go away completely until the first <br /> frost. Residents were advised to wear appropriate clothing, use DEET repellent,and get rid of any <br /> standing water. <br /> Mr. Harrington informed the Board that the department budget is due October 4th, and needs to <br /> be approved by the Board. A meeting for that purpose was proposed for October 3`d, but not <br /> confirmed. <br /> Chair Baumgaertel inquired as to the status of Ashumet Pond, and Mr. Harrington answered that <br /> it appears to be clear, and there had been no recent reports from the neighbors. Santuit Pond <br /> was last tested at 60,000 cells, which is below the 70,000 cell threshold. After two consecutive <br /> weeks below the threshold,the advisory can be taken lifted. <br /> NEXT MEETING <br /> The next meeting of the Board of Health was scheduled for Thursday, October 10, 2019 at 7:00 PM. <br /> 7 <br />
