Oskar Klenert explained that recently he had <br /> become involved in the town's politics and was.appointed to the Finance Committee, through which <br /> he made contacts and became aware of one of the town's problems: the South Cape Beach and <br /> and erosion of the parking lot next to the beach. Mr Klenert stated that he has been spending quite <br /> some time recently looking into the problems of the ocean, and beach erosion devices. Four years <br /> ago, Mr. Klenert founded the Earth Protection Systems company which was incorporated a year <br /> ago. His company has developed and tested the principle of the mechanics of how to harness the <br /> energy in the waves and to assist in maintaining the beaches, and also how to bring in the sand and <br /> leave the sand. The cycle of storm events takes out more sand than it brings in. The device he has <br /> developed has been tested in the Davidson Laboratory in Hoboken, NJ. Stevens Institute of <br /> Technology did the principal testing. The tests in Hoboken were successful, and Mr.Klenert has <br /> received permit for six months from the State to install a full scale demonstration at Sandy Hook <br /> National Park. After six months the system has worked perfectly anq Earth Protection Systems has <br /> obtained an extension of his permit for another 6 months. Mr. Klenert stated that it is a flexible, <br /> movable, easy-to-install system. His system would be installed for the purpose of protecting the <br /> South Cape Beach town parking lot. <br /> Upon looking at South Cape Beach which is widely used by the Mashpee residents, he realized that <br /> it is worthwhile to make every effort to save the beach for the town. Mr. Klenert gave a <br /> demonstration to the Finance Committee of how his system would work to protect South Cape <br /> Beach. Mr. Klenert's system would be installed 500 to 600 feet in front of the parking area at the <br /> Beach. It would capture the sediment brought in by the waves and not be washed out by the tide. <br /> Mr. Klenert stated that engineering plans have been prepared by Ocean Coastal Consultants, Inc. <br /> engineering firm, which he received today. The materials necessary to install the system will be <br /> donated to the town at no cost. The engineer's consulting fee would cost the town $18,000. Mr. <br /> I <br />
