Joyce asked that this be placed on the agenda and the Committee re-organize. This Committee's <br /> purpose is to be helpful to applicants. She asked for nominations for Chairman. <br /> Catherine Laurent nominated Richard Stevens since his office is taking applications. George <br /> Baker seconded. Motion passed. <br /> Charlie Maintanis nominated Glen Harrington for vice chairperson. <br /> After a discussion, Joyce nominated Charlie Maintanis for vice chairperson. George Baker <br /> seconded. Motion passed. <br /> Bob Sherman asked if the presence of the Conservation agent is needed for the entire meeting <br /> since most of the content is not related to Conservation. Joyce reiterated that it is important that <br /> all agencies be represented at these meetings. There are issues pertaining to wetlands and flood <br /> zones that need input from Conservation. Joyce will follow up with the Police Department on <br /> their attendance. <br /> Chief Baker stated there are issues with the Town's water pressure and the water tank, and this <br /> will impact the Fire Department's ability to do their job. He is pushing for stricter vigilance and <br /> adherence to the By-laws. Both Chief Baker and Charlie Maintanis agree that it is difficult to <br /> regulate enforcement issues once the building is occupied. Tenants often do not file use changes. <br /> Chief Baker suggested that perhaps we need to designate a municipal hearing officer to handle <br /> these violations. <br /> Joyce asked for feedback from the Committee about the application forms for plan review. The <br /> original form contains most of the information the Committee needs, but the problem is that <br /> people are not filling them out. It was suggested to take Commonwealth of Massachusetts off <br /> the forms that Tom Fudala submitted. <br /> A discussion occurred about communication issues among the members and procedural follow <br /> through. Joyce asked the members to communicate and coordinate among themselves in order to <br /> be more helpful to applicants. <br /> Catherine Laurent moved to accept the Minutes of September 9, 2005, Glen Harrington <br /> seconded.
