This Commission should push then into a more solid plan. <br /> Dennis -asked if Windchime plans to build the plant they currently have <br /> designed? <br /> Tom said they do , but there is cheaper technology now, The Commission' s <br /> disadvantage is we have no technical expertise to talk with their <br /> consultants. <br /> Fields Point and Windchime cannot do anything together without the Sewer <br /> Commission' s involvement. <br /> Brad said because of the current and flushing off of South Cape beach, it <br /> is an ideal spot. <br /> Tom said the ideal spot , to put effluent into the ground, is at the site of <br /> the New Seabury Country Club building . It is illegal to discharge directly <br /> into the Sound, effluent has to go into the ground first. <br /> Brad asked what other towns on the Cape are using for treatment plants <br /> Hyannis, Falmouth, Harwich? <br /> Tom doesn't know anything about those. Brad can do some research on them. <br /> Wareham also has a plant . He suggested Brad talk to Barnstable about <br /> cluster systems . <br /> Torn said the town had a study done on the proposal. to Sewer Monooscoy and <br /> Seconsett islands, At that time, the expected cost was $2 . 5 million. The <br /> town could not afford that . The town should start with small areas like <br /> those and do shamed systems , under the responsibility of the Sewer <br /> Commission, <br /> Brad suggested it could be done through a. betterment system. The Pirates <br /> Cove area is another good area to think about . <br /> They are looking for answers on how to clean up the Mashpee River. It could <br /> be a good pilot area. <br /> Dennis asked if there is any grant money around? <br /> 'tom said the town has just hired a new community development administrator. <br /> &e)('OHe can ask her to help look into grant funding, for studies. <br /> Tom gage the members a handout from a task force he is involved with on de- <br /> centralizing waste water management . Tom gets notices of the meetings and <br /> minutes . 1f Brad is interested, he can begin to attend those meetings on <br /> the Commission' s behalf. <br /> The Cape Cod Commission is heavily involved in the task force as is WB1 . <br /> The town of Gloucester is a leader in de-centralized systems . <br /> Tom explained the study done for the Board of Health by Weston and Sampson <br /> shored it makes no sense to build one big plant for the torn of Mashpe <br /> because it 'is so spread out . The cost of collection wipes would be <br /> overwhelming . The better proposal is to do sub regional plants , serving <br /> different sections of town. <br /> 3 <br />
