L 7 Y <br /> Everyone agreed to let the vote stand. <br /> Regular meeting time : The members agreed to meet the first Tuesday of the <br /> month at 7 : 0 , at the senior Center if possible. <br /> Brad asked if the Fields Point Committee has any information regarding the <br /> impact of that proposed development , for this Commission to review? <br /> Tom said the sewer Commission is not a regulatory group, we don' t enforce <br /> regulatory standards . The sewer Commission can build and operate plants . <br /> They have eminent domain authority. They cannot tell other people how to <br /> develop their prof ect. <br /> e could send a letter to Fields Point expressing interest in working with <br /> then in developing a plant . <br /> Brad asked if there are any Cape Cod Commission studies f the impact of <br /> the Boch Center? <br /> Tom had a meeting with the Commission staff on Tuesday. The Boch Center is <br /> just starting the permitting process for phase l of the project -- the <br /> outdoor amphitheater not the main 'theater) . They were given a list of the <br /> things that have to be analyzed. <br /> Brad said the master plan for the Town is not completed and there are a lot <br /> of new major projects that will greatly impact the Mashpee river. He asked <br /> Tom ghat steps does he feel the Commission should take in that direction.. <br /> If none , they what is the purpose of this Commission' <br /> Tom discussed the Windchime Point and Fields Point sewage treatment plant. <br /> It makes the most sense to take that effluent and pump it to another <br /> location of town where it won' t have an impact on the Iahpe River, it <br /> won' t be in that water shed. Probably into the Popponesset watershed, which <br /> can handle it. <br /> Brad disagrees about the Popponesset, water shed. He has seem the impact <br /> going on there. <br /> Tom said the Commission sion can suggest this to Melds Point and Windchime and <br /> the sewer Commission has the authority to do that - to put in the pipes for <br /> those systems . It would all have to be funded by them. That is one pro <br /> active thing we can do now. <br /> Brad asked if both Dennis and Tom feel that is something we should do <br /> Tom and Dennis both agree that makes sense, to work with existing <br /> operators. <br /> Brad asked what the pros and cams are, and cost to thetown? <br /> Toni said there will be no cost to the town, the developers have to pay for <br /> it* The benefit to Fields Point is they can sell individual lots in <br /> I ashpee Commons, which they can' t sell now. <br /> When the sewer Commission was previously involved in discussions with <br /> private developers, they were told the town would not take all the <br /> responsibility and get nothing in return* If the town, takes over the <br /> plant. , the developers should put their savings towards expanding the <br /> capacity of the plant so the town could tie In some other problem areas * <br /> New seahury- was not interested in giving the town expanded capacity. <br /> Brad asked if there are examples of other towns doing this , for him to <br />
