S
Brad discussed Willowbend and Cotuit Bay condos. Does Willowbend have enough flow?
Cotuit Bay condos are not seasonal, would increase their flow.
Tom said the Sever Commission would have to take the plant over to tie then in.
Brad said Cotuit condos could fit into willowbend's condo association. Tom cannot imagine
Willowbend or the condos wanting to do that.
Brad asked do we do nothing or do we take action? we haven't talked to the players yet so they
can hear what we have to say.
Torn said we could only offer suggestions on how to do it. Even the-Board of Health cant force
it. The Sewer Commission does not have the authority to force a solution, we can only convince
people.
Brad said we could convince people to do it if we have a good argument. There are people on
Simons Narrows who are motivated.
But are they willing to tie into a sewer system
Brad thinks Willowbend and the condos should be approached and at least get their reaction.
Willowbend has a pressurized system and they need certain flows for it to run efficiently, is that
correct?
Torn said you can recirculate the same sewage over and over again nth little wastewater. You
also need to keep the bacteria alive. We can ask Willowbend about that- how they are operating
with so few people tied in.
Bennis asked how we would go about asking them about the possibility of taking over their
plant?
Torn said we need firmer ideas of what we are doing. we need puns, firm ideas of cost. Cotuit
Bay condos donut have to do anything, they already have septic systems that are working fine.
Tom said maybe something will come of the f C C.
Brad said his objective, on the Commission, is to look at critical concern areas and then look at
solutions;to improve our environment-Poppone set and Shoestring Bay,Mash pee River. Are
we going to address these areas?
Dennis said we must find out which system will work in each area first. we can then propose
systems for certain areas.
Torn said we also need to see phase IR,the costs of each system.
It takes engineers to design a system and cost it out. All we can come up with is a sketch plan
and areas to target.
If the ICPC happens, it has regulations about nitrogen impacts that would force people to
upgrade their system. The Sewer Commission can then talk about the most cost effective way to
deal with that.
We can try to find a source of money to help people pay for upgrades: the Mate revolving loan
fund interest loans).
Torn said, given all the reaction he has gotten from surveys and neighborhood meetings, the vast
majority of people won't pay for sewering. Where has to be a regulatory incentive.
2
