MASHFEE SEWER COMMISSION
TUESDAY9 FEBRUARY 11, 199
Tomes
Present: Dennis Balzafini, Brad Caf'fyn,Toni Fudala
Meeting convened at 7:0 p.m
NUENUTES
Dennis made a motion to accept the minutes of January 21, 199 7 as written. Brad
seconded the motion. All members were in favor .o.**
Torn spoke with Doug Storrs of 1 lashpee Commons about touring their plant. He said he would
ask their consultant to call Tom but he has not yet heard from thern.
Toni did spew with willowbend about touring their plant and scheduled a tour for tonight at
; o p.m. They have an RBC type plant(rotary biological contactor), as does Mashpee
Commons.
d Pasqua, an engineer who works for Willowbend will be conducting the tour.
Most of the plants in town are run by contractors- firms with licensed operators.
Tom ran across an add by Earth Tech, the firm which did the groundwater model for the water
District. They are advertising their total water management program services. Torn read the add
for the members.
If the Sewer Commission were to acquire any plants in town, they would most likely hire a firm
similar to this one to deal with the whole operation. The town would not need a lame
infrastructure to manage the system.
Brad said with any subcontractors we should have a system set up to do random audits. It makes
the fins accountable for what they are doing.
Dennis asked who would set the rate structure?
Torn said the Sewer Commission would, with recommendations from the consulting firm.
Dennis said we would need enough people hooked up to make it workable.
Tom said that is the beauty of taking over an existing plant.
Brad said he is still working on getting the Weston and Sampson report from the Board of
Health.
i
Torn did not yet get a copy of Barnstable's phase IIf report but he will continue to try.
At 7: o the Sewer Commission left town hall to tour the Willowbend Sewage Treatment plant.
d Pas qua from willow bend met the Commission members at the plant.
e explained the operation of the plant to the members. They have 4 pump stations. with
