MASHPEE SEWER Co SIo <br /> S AY,JANUARY 2, 1 9 <br /> OWN HAIL <br /> Present: Brad Caffyn, Dennis alarini, Toni Fudala <br /> Meeting convened at : o p.m. <br /> Tom explained this special meeting was called in order to take care ofthe Sewer Commission <br /> budget because it is due on Monday. <br /> Tom has prepared a budget request similar to last year's, seeking$110 for membership fees. <br /> e also prepared goals and Mans for fiscal year 1999: <br /> -prepare an RFP for a wastewater facilities plan <br /> apply for loan to fund the facilities plan. Next round of loan applications is due in October. <br /> Toni expects the facilities plan to be done in 2 phases: <br /> - general review of technology available and neighborhood densities and what technology makes <br /> most sense in those enviromnents <br /> -complete, actual design of facilities which would be used to build those facilities <br /> Torn just applied for funding for phase 11 of Dr. Howes" study. The submission was written so as <br /> to be part of a facilities plan. It does include the Santuit watershed but not the Waquoit <br /> watershed. <br /> Brad thinks this Commission should formally present these goals. <br /> Torn said we are going on record, officially, on paper that the Commission wants to accomplish <br /> these things. <br /> Tom will get an opinion from Torn Counsel to determine if the Sewer Commission has the <br /> independent authority to seek proposals. The Commission can then find out how much money <br /> would be needed for these plans. <br /> Brad said this Commission has to stand by what is best for the town. The Selectmen can go on <br /> record that they don't want to do it but we have to stand by this and get it going because of the <br /> progression of the deterioration of the watersheds. He would like to formally go before the <br /> Selectmen and discuss it. <br /> Torn would like to get an opinion on the Commission's legal_authority first. <br /> -Discussion with developers regarding the potential of the Sever Commission operating those <br /> plants is another goal. <br /> Tom said at this point, there was no basis to request any additional money for the budget. <br /> The cost for the facilities plan he would expect to be a town meeting article, not a budget item, <br />
