'S <br /> Y <br /> Ms. McKnight said the Sewer Commission has the power to assess betterments -which has to be <br /> authorized by town meeting. She would'suggested having an agreement With Mashpee <br /> Commons at the start of the project that they will agree to a betterment of a certain amount. <br /> They will agree to that betterment and will not appeal it. <br /> Sources of funds: low interest loans froin DEP and State revolving fund,Agriculture Dept. Dural <br /> Development funds. <br /> Tom said rural development ids-ate for communities with populations under 10,000 and we <br /> will be over with the Zoo census. <br /> Ms. McKnight said the town can bond their own projects. You would want town meeting to <br /> authorize the betterment assessment at the sane time. <br /> 'herd are two methods to calculate a betterment: Uniform Unit method or Frontage method. The <br /> town has to choose which one to use. <br /> Uniform Unit:betterment is assessed according to the type of development it is. It takes some <br /> planning but it is fair. Commercial space is compared to single family houses, with single family <br /> equal to 1. It assesses the betterment a proportional way. <br /> Tom asked about raw land, if you don't yet know what use it will be? <br /> PrivilegeFee: you assess fee.at the point a development wants to join the system. The sane <br /> analysis as the ufon assessment is used. Undeveloped area would pay it at the time they <br /> actually tie in. <br /> John asked if the town can make it mandatory that a project tie in <br /> Ms. McKnight said the Sewer Commission cannot. The town can adopt a bylaw if sewering is , <br /> available you have to tie in. It has to be adopted by town meeting, <br /> The Planing Board subdivision rules and regulations can require a project tie in if sever is <br /> available, for new subdivisions. <br /> The Board of Health has discretionary authority to require tie in if a system has failed, <br /> Tom was told by the DEP that you can require tie in even without a failing system. The town <br /> could adopt a Board of Health regulation to that effect. <br /> Ms. McKnight will follow up on that. <br /> Tom said the town of Fairhaven has a bylaw which rewired an area of the town to tie into a <br /> sewer system. He can foresee this being a problem in Mashpee(developments not wanting to tie <br /> in . <br /> Ms. McKnight said you can assess betterments even if they dolt tie in. <br /> 'Worn said he purpose of hav g them tie in is to remove nitrogen ftom the watershed, not just to <br /> have a sewer system. <br /> What portion of the project costs do you assess? The part you think the propel owner can bear <br /> and it will increase the value of the property(having a sewer system). <br /> Tom asked how sloes it increase the property value? Cleaner water leaving their property isn't <br /> much benefit to the owner'? <br /> John said you can tie it into t-he fact that it will be saving the watershed. <br /> 3 <br />
