t <br /> MASHPEE SEWER COMMSSIoN MINUTES <br /> AY,JANUARY 22., 1999 <br /> TOWN HALLS <br /> Present: Dennis Bal arini, Tom Fudala, John Cahalane,Dr. Brian Howes <br /> MINUTES <br /> John made a notion to accept the minutes of October 14 and November 5, 1998. <br /> Dennis seconded the motion. All members were in favor - ` <br /> The members discussed the proposals they received in response to the RFP. <br /> Tom suggested members get very familiar with the RFP in order to compare the proposals to it. <br /> 'horn said it seems, from his review, that one proposal was strong on SPA.review and public <br /> input but vague on alternative analysis. Another said little about 1PA review but was strong <br /> on facilities planning. <br /> John said one proposal was strong on suggesting ways to get money for this project; they had a <br /> good grant writing team. <br /> Tom said in his opinion, since there are only 4 proposals, the Commission should interview all 4 <br /> of then. <br /> ' Dens made a notion to interview the.4 finns which submitted proposals in response <br /> to the Severer Commission's R'P. John seconded the motion. <br /> Discussion: <br /> Denis asked if there should be a standard set of questions to ask of all runs` <br /> Tom said the RFP has broad questions. Members should go through it and make a list, matching <br /> the questions to the RP- <br /> John asked abut the hid proposal (price)? <br /> Tom said the bids are in a separate, sealed letters. The members do not get to see them. The <br /> selection is made based on qualification, not price. We do not have to take the lowest bid. <br /> Once we choose a fine, we can negotiate with there. <br /> Dennis and John do not like not knowing the cost of the proposals. <br /> Dr. Howes joined the meeting. <br /> e is working on developing a model re: nitrogen loading and the 1FP directs the firms to use <br /> his model, so we do not pay for them to develop one again. <br /> Duncan Wood will review these proposals and give the Commission his professional opinl'on. <br />
