4
combined with SRF fands, betterments and connection fees.
. Toni said it sounds like you are fixed on.5 to 1.0 million gallons per day for the pipeline.
That is a mtnhnurn.
Weston and Sampson responded that up front, you have to talk to New Seabury and that is the
starting point for discussion with then, to discuss acreage.
10. Torn asked about the Project Advisory Committee and Citizens Advisory Committee.
Weston and Sampson said it cones form the MEA process. If a project is funded through SR
you have to do it. Regardless, its not a bad thing to do. Project Advisory would consist of DEM,
CZ1 , CCC,VEPA-the environmentalists. The Citizens Advisory is strictly citizens. DEP is
very concerned about building consensus and local support.
Torn said he does not want to loose control of this project to the MEA process.
11. Toni asked about the reference in the proposal to establishing a final scope of work and
budget?
Weston and Sampson said MEPA night not agree with this scope of work. with their money
cones mandates. You can then decide if you want to continue.
This plan is consistent with internal DEP politics. However, they may want more of something
your already doing.
12. Is subsurface exploration and drilling for deep will injection in this budget?
Weston and Sampson did not carry much cast for deep well injection.
Torn asked what they will do to make sure its the correct location?
w& S said their proposal carried an allowance for traditional testing: borings(not test pits).
There is a second cost based on the addendum.
F
13. Worn said he did not see much about the pipeline in the proposal.
w& S said because it is easy,, something they do all the time, very straight forward.
14. Dr. Howes asked if they have any experience in ecological restoration, esturine restoration?
Mashpee is seeking source reduction specifically to restore the duality of the Bay. This is not
just to treat wastewater. Has Weston and Sampson clone that?
w& S said in the 7 's it use to be a hard line solution, mostly hard pipe solution. This new
approach is something we are all preparing for.
Dr. Howes asked what would Heston and Sampson consider changing to this process?
w & S said there are some radical ideas out there. They suggest finding the site first, before
doing anything. Possibly just doing the hydro geological testing for the site. Them is no sense
doing a study if there is no site to put it. They don't think that Mli11 be the case in Ma hpee.
Maybe you only do the pipeline and hold off on the rest of the study.
4
