4 <br /> Stearns and wheler presented a staffing.plan, which was used to develop the cost proposal. It shows <br /> the amount of hours for the various phases of work for the various positions in the firm. :# <br /> . Torn asked them to explain the work they are doing in Falmouth. <br /> S &w said they are focusing on the west Falmouth harbor area and working on nitrogen management <br /> for that area. They are also looking at the existing sewered areas and possible extension for those <br /> system and the possibility of sewering the l iarrivista and Falmouth Heights area. <br /> SEA CONSULTANTS E'iC. <br /> Present, representing SEA Consultants, were Anthony Zuena, Stephen erib , Richard Rauch and <br /> James Dedes from Norrnando Associates. <br /> SEA introduced their roles. Tony Zuena would be the project director for this project. In 1984-85 he <br /> worked with Mashpee to develop a water system master plan. He is one of the founders of the <br /> Mashpee water District and proud of that. Where is the potential, from this project, for a Mashpee <br /> Sewer District. r <br /> Stephen Geribo has first hand experience on all wastewater technologies. <br /> Rich Rauch is more closely aligned with watershed based approaches and has focused almost <br /> exclusively on watershed management issues similar to these. <br /> Jinn Ded s from Normando is a key link. He will be working with Dr. Howes. <br /> Other key team members are Paul Orr, a former MEA employee, is well versed in the regulations and <br /> how this project fits in the process. <br /> Jody Cavanaugh will work on public outreach and participation, which is essential to a success <br /> project. Wes Gardner, from Yarmouth, is a CPA whose speciality is cost allocation and assessments <br /> for utilities. <br /> SEA Consultants responded directly to the scope of services in the RFC' but they have other, alternative <br /> ideas. Getting the public to accept and support this project and approve ftmds is the focus in their <br /> approach. The stakeholders, tons people paying for the project but also town officials,watershed <br /> mamgernent committee, regulators. Mart with a plan that is implernentable and acceptable by the <br /> regulators. MEPA review is-critically important. <br /> SEA Consultants is working on a project now, which is a watershed approach that MEP and DEP is <br /> using as a model. Understanding and knowing the regulators is critically important to help this <br /> project. You must get DP, SPA and the Cape Cod Commission to buy into the scope of services at <br /> the outset. <br /> Performance: they will map out where the nitrogen loading is conning from, wastewater and non <br /> wastewater sources, to determine loot spots. Then apply ppropr*ate technology to remove amount of <br /> nitrogen necessary to achieve objective. Where are a variety of technologies that can work. SEA will <br /> not sell you any one technology but will provide you with the input to make decisions. SEA needs to <br /> understand Mashpee's criteria by interacting with the stakeholders group. A stakeholders group <br /> should be part of the team from the beginning. They suggested having a workshop to develop the <br /> criteria, and the value of each. Its best to do that at the start. The solution needs to be cost effective. <br /> There are technologies now', readily available, that have no nitrogen coming out of the treatment plant. <br /> Mashpee could use a pipeline or use newer technologies, you can group treatment plants or keep <br /> things separated. <br /> 4 <br />
