r. Howes asked about the volume of discharge per acre for well injection`
. F S & w said it depends on the soil type, thumbnail is 5 gallons per square foot.
Toni asked how much area is need for well injections?
S &w said you would need a pipeline from the treatment to the discharge area and then a row of
injection points with a pump at that location and a small pump house. It could easily fit within a
surrounding neighborhood.
Tom asked if extra treatment is needed for injection?
S & w said here is but that cost is figured into this scenario. A.de-nitrifying Ater is needed at the
treatment plan.
Well injection is new in New England and Stearns and wheler is working to bring awareness to it
through the Bamstable process. It may require hydro geological investigation.
Torn asked how much investigation is needed to pin point a location? How much of that work i
included in this proposal? Is there an adequate allowance in this proposal to prove a site is adequate
for well injection?
S&w said they included an amount in this scope to prove a site is adequate for any technology. This
proposal represents their hest judgement for the arnount of work that will be needed for Mashpee.
They included in their proposal installation of monitoring wells, soil samples, soil permeability,
modeling for mounding of the entire area with projected flow. F
. Stearns and wheler's time line shows the recommended plan being complete in July 2000 but the
remaining SPA review is not complete until September.2 That is correct.
. Torn asked them to discuss "the river" proposal further?
S &w said in the town of Barnstable they did an evaluation of nitrogen loading in the 3 Bays area.
They net with the 3 Bays Preservation citizens group and the idea of a big pipe scenario came about.
The pose is to increase the flushing in the area, and pipe in water from Nantucket Sound to the top
of the bay and increase the flushing. This would show immediate results, not in I -15 gears like other
mitigation would. They then started to look at it in more detail: what size pipe and pumping system
would it need? They looked at sizes, types and costs. Steams and W eler provided a capital cost for
that proposal to Barnstable but they would need to look at the environmental feasibility of it. The cost
would he significantly less than sewerxng significant areas of that watershed. The cost was greater than
10 million for the pipe.
'fora asked about the effects of introducing saltwater(from Nantucket Sound) into brackish water?
S & w said that would have to be answered through an environmental study.
. Worn said he slid not see a lot in the proposal about system pricing, cost allocation to households, to
tax base. what is Stearns and wheler's approach and who would do that work?
S & W said they have that expertise. On the engineering side, they can provide capital casts and
operation and maintenance costs. They can also provide information on institutional alternatives: how
does the costs get distributed to the users. "These will be tough decisions for the town. Steams and
Meier has a lot of expertise in different ways it can be done.
John said Mashpee expects a lot of commercial development participation. would Stearns and wh l r
be prepared to work with them?
They said very much so. Now is the time to begin to look at that so the commercial developers do not
fee they are being"held hostage'.
3
