I
i 4. Toni asked about some of their related projects, as listed in the proposal.
x SEA said they are now working for MDC in west Boyloston and Holden, which provides the drinking
water supply for Boston. They have developed a pilot program for innovative o _site technologies.
Homeowners volunteer to have them-installed free of charge. They designed and are now building 1
pilot systems. They will collect data and evaluate then.
They have worked with Cohasset on a septage management system. The torn will have to he involved
o help manage them.
They have worked with DEM on remote recreational facilities, for example installing composting
toilets at bath houses at beaches.
. Tom asked what work they did for New Seury'
SEA said in 19.90 they designed 2 treatment plants with 3 specific discharge point. It seems like the
exact location the Sewer Commission is looking at. They installed monitoring well at the 3 sites for
groundwater flow, did groundwater sampling and 2 dimensional groundwater flow models and
mounding analysis.
Ir. Howes asked if their model was still on lime and if the modeler is still on staff?
Unfortunately, the person passed away. They think they could find the model.
. Worn said he is concerned about the effects on data of the seasonality of Mashpee's population.
SEA said they have thought about that issue. They are familiar with the water District and think those
records could he used to correlate water usage with flow rates.
Torn said it seems the water district numbers complicate the issue. How would you account for
I`rgatlon
SEA said here are statistics about how much water gets returned to a sewer system. There is a lot of
science on the connection between these two.
7. Tom said for phase IV of the scope, screening analysis of technologies; he envisioned an actual plan
which is site specific. The proposal saws non site specific.
Sea said they also envisioned that, the semantics are wrong. It will be specified as to where in the
watershed and planing zones a particular technology applies. They will not however, identify who
owns the lots referred to.
. This proposal suggests combing 2 phases.
SEA said they see this scope taking longer then 12 months. By combm' ng phases you reduce some
time, save some costs.
. Torn asked how they will get land use data from the other towns.`?
They think MA GIS should have land use data for those com rnunitie . They will use estimates for
population to get load and use census data. They did struggles with the requirement of alternatives
with and without the participation of adjacent communities. They know the level of work that
lashpee has done and what it would take to do for the other towns. You can take the more
conservative approach and assume no cooperation from other towns.
9. Toni asked about setting up a Sewer District vs. a Sewer Commission.
SEA said a Sewer District would be a political entity distinct from the town and not subject to town
meeting action. This would get sewer projects outside of the competition of other town funding
