J y
MAS PEE SEWER COMNUSSION MMUTES
MONDA Y 9 APREL 5 1999
OWN HALL
Present: John Cahal a.ne,Torn Fudala,Nathan Weeks,Bill Mall,,Dr. Brian Howes and John
Ramsey
Meeting convened at 2:45 p.m.
Stearns and Wheler handed out the second draft of their standard form of agreement. i
Phase ; Alternatives: Toni would like to add var*ale grade severs to the list,
'age 7 last paragraph has an incorrect reference, should be 8B not 7B.
Phase Iv: where it states"best available data" Toni would like that to be more specific.
r. Howes thought the first thing to do is to look at subatersheds and discuss whether we can
effect them. It is worth it for Dr. Howes to study? For example because of the arnount of
nutrients coning into its is irrelevant to do this work or the area is likel'to be planned for
severing anyway so this study is not worth doing.
John is concerned because to pay for any mitigation we ill need to get funding from the town.
The more people we can bring into the scope the better.
r. Howes agree nth that. However, it you don't need the work, don't do it.
John Ramsey said the question is ghat level of effort do we need for Waquit Bay to have a
consistent approach with Popponesset Bay where they will have bathymetry data, tide gage
information, etc. To avoid a full blown effort in Waquoit Bay, maybe we should concentrate on
smaller areas in the ernbayment.
John said politically, we have to include Waquoit Bay but he thinks we should do exactly as is
being suggested and coordinate that with S &W.
r. Howes explained they will only use pre-existing data for Waq oit Bay, if it doesn't exist,
they are not going to get i , they will estimate it. He does not think the system is cleanupable
enough to warrant that find of effort. Popponesset has a different level of problem and it is
almost all in Mashpee.
John tried to summarize the process: S&W tells Dr. Howes how much nitrogen is going into the
ground or Bay,then Dr. Doves determines hove bad some areas.are or which areas are not so
bad. Then S&W tells us how to mitigate those problems.
r. Howes added they link how what is going in the ground is causing what is going on in the
Bay. S&W will run scenarios and as a team we have to determine if it will have the impact we
want it to on the Bays.
Torn said the.military base is at the head of this watershed, is there information on that?
i
