i <br /> MASRP L SEWER COMMISSION <br /> l ' JULY 14, 1999 <br /> TOWN ALL <br /> 'resent: John Cahalane, Toni Fud la,Dennis Balzarinil., Bill Hall from Stearns and Wheeler <br /> Meeting convened at 7:10 p.m. <br /> Doug Storrs from Mashpee Commons was present to discuss the status of their negotiations with <br /> iffie, Cape Cod Commission regarding the project's nitrogen loading and proposed off site <br /> mitigation. <br /> Doug explained he sent a letter, in May to Brian Dudley of DEP and the legal counsel for DER <br /> He provided a copy for members. <br /> He explained the concept. If the CCC requires zero net nitrogen addition,the most logical way <br /> to achieve that is to take on site septic system and put therm on a plant. <br /> They propose to tie into their treatment plant the two elementary schools, Fire, Police and Boys <br /> and Girls Club,the library and elderly housing.. This would take therm down from 35 milligrams <br /> down to the 10 parts, which the plant is permitted at but has had an average over the last three <br /> years of 6.6 parts. <br /> The general concept is that there will be a rotary wide system and dispose of the effluent <br /> somewhere., which has not yet been resolved. This would not be a masted step towards that goal. <br /> Doug thinks it would be nice for the town to be participating in nitrogen reduction program. <br /> They plan to submit a draft EIR to the Cape Cod Commission by the end of August or early <br /> Spit. He doesn't know how.long that process will take. <br /> R <br /> This proposal could move in phases, so if the urger plan never happens and they need to add <br /> flow, there are other potential users to hook up.. <br /> Dennis asked how much flow there is from the schools, since they are sued only 9 months' <br /> Doug said they are working with DEP and CCC to develop a realistic approach to title 5 flows. <br /> They.plan to use water flow rates and average therm- ith title 5 flows and use that as flows for <br /> nitrogen credit. They don't have that information from the Boys and Girls Club. <br /> Doug said he is-here tonight to tell the Commission that he has sent this letter to DEP and copied <br /> the Sever Commission. They will be diving into the permitting process soon. If the Sever <br /> Commission is adamantly opposed to this concept, he needs to know about 1t now. <br /> John asked if they will phase this in, as needed? They will. <br /> Tom has a problem with averaging actual flow with title 5 numbers, 'Vhy not just use actual <br /> fi Doug said DEP and CCCwon't accept that. <br /> Torn said the Stearns and Wheler study will use actual numbers. His concern is the school flo v <br /> arp the most inflated(by tale 5). <br /> Torn would rather use the subsi y" from Ma hp e Commons (tying into treatment plant) on <br /> pople who would otherwise be reluctant to tie in rather than the town buildings. The subsidy <br /> vuld be an incentive for therm. <br /> Jon is concerned with that apprach. People would be reluctant to tie into a system if the torn <br /> 1 <br />
