(See attached Cape Cod Commission Hearing Notice) <br /> Tom Fud la Serer Commission Chairman opened the Sever Commission meeting, explaining <br /> the purpose of the meeting is the joint review of Mashpee's watershed nitrogen management <br /> plan by the Cape Cod Concession and SPA. He then deferred to the Cape Cod Commission <br /> so that they could Mold their public hearing. <br /> Jay Schlaikjer opened the Cape Cod Commission public hearing. He first introduced all the <br /> Cape Cod Commission subcommittee members and Richard Foster of NEPA. <br /> David Ansel read the hearing notice(copy attached). <br /> Mr. Schlaikjer then introduced Cape Cod Commission staff members present: <br /> Phil Dascombe, project planner <br /> Heather McElroy,Natural Resources <br /> Tom Canmba ari: Water resources <br /> Mr. Schlaikjer announced that there is a sign up sheet for public who would like to speak at this <br /> hearing and DRI brochures are available. <br /> Mr. Foster explained the SPA MA. Environmental policy Act)process. The purpose is for <br /> the Sec. of Environmental Affairs to review projects which are seeking licenses or Funding to see <br /> if they meet certain thresholds. <br /> The lover lowest threshold requires and Envirommental notification Fort which describes the <br /> project and potential impacts. This is then filed nth the Secretary and published in the <br /> environmental monitor which begins a 30 day public review period. <br /> If the Secretary determines further environmental review is required and environmental impact <br /> report must then be prepared. <br /> Although Mashpee's nitrogen management plan is a 'study"rather than a project,,this review is <br /> appropriate at this time because at this point we don't know the form it will finally take. <br /> This process is different also because of the joint review. The Cape Cod Commission and Sec. <br /> Have an M A for a joint review process. It is discretionary; the proponent can request it and <br /> Mashpee has sought that joint review.
