The CCC <br /> reviewed the scope of work for the nitrogen management plan for Mashpee. This plan is the <br /> beginning, from which a specific recommendation will come for restoration of the coastal <br /> embayment. He feels it is useful to know some of the level of involvement of the CCC staff in <br /> this project. <br /> He presented a snap: blue Imes show the watershed to the coastal ernbayment. These have come <br /> under some scrutiny. for the Wa uoit flay watershed, the CCC has an EPA grant to determine <br /> the lines. As part of work with N4NM,USGS has done modeling to work on the fine tuning of <br /> these watershed lines. This is state of the art data. <br /> The Cape Cod coastal embay ent project of 1996 looked at 5 watershed as pilot for the project <br /> and Popponesset Bay was one of these system. This project looked at nitrogen loading and what <br /> to do about it. The result was not favorable regarding the effect on Popponesset Bay watershed. <br /> The debate on it's validity gave a start to Dr. Howes' work. <br /> Another project, funded under DEP, vAll produce a detailed nitrogen loading analysis reap, a <br /> parcel map. This work will continue with a working session with Tom Fudala. This work will <br /> produce a database of parcels and water use and the location of package treatment plants in <br /> town. This will then be given to S&w and fir. Howes to mn their scenarios for restoration <br /> al ema Ives. <br /> Additional staff comments- use of public input early and throughout the project is an important <br /> aspect. A Citizens Advisory group is higher recommended so that the town knows what the <br /> project is evolving into. <br /> Dredging: staff report recommends it as a part of the plan but in and of itself, dredging is <br /> currentlyprohibited the RP as a stand alone option. <br /> l � <br /> Bob Randolph said he agrees that a community advisory committee be involved,however-, item <br /> , last sentence says it may be appropriate that the CAC direct the study.
