Minutes Mashpee Waterways Commission <br /> Mashpee Town Hall <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Date: 11/12/2019 <br /> Chairman Ken Bates convened the meeting at 9:07am in the Waquoit Meeting Room <br /> Attendees: Ken Bates, Tim Leedham, Don MacDonald, Dick Noonan. Also present: Ashley <br /> Fisher, Jeff Smith, Rick York and Catherine Laurent <br /> Absent: Steve Mone, Al Wickel and Gregg Fraser <br /> Minutes: <br /> The following minutes were approved: the regular session of Tuesday Oct 8, 2019. Motion to <br /> accept made by Dick Noonan and seconded by Tim Leedham. Unanimously approved by all <br /> those present. <br /> Appointments & Information Sessions: <br /> - Catherine Laurent reported that final paving for the boat ramp at Ockway Bay has been <br /> approved and will be done in the spring along with final grading and landscapping. The DPW <br /> was also asked to consider reversing the traffic flow with the striping of parking for the final <br /> paving. Catherine asked the Commission Members for an opinion. After conversation of the <br /> pros and cons it was the general opinion that it did make sense to reverse the traffic flow to <br /> make it easier to position trailer for the boat ramp, <br /> - Catherine advised the Commission that consideration was being given to erecting a storage <br /> building on the Ockway boat ramp area for the purpose of storage as well as lab and <br /> workshop space. Catherine noted that review and analysis of other potential locations is still <br /> underway. The goal is to have a decision made in time to get on the May Warrant. <br /> - Catherine reported to the Commission that the DPW has been contacted by Matt Kostas <br /> regarding a private dredging project for a private home in the Little River area between now <br /> and January 15, 2020. It is estimated to be only a 10 day project with a 3 week window <br /> providing a buffer for bad weather. All materials will be trucked out. The homeowners are <br /> now going through the permitting process with the Conservation Commission. The BOS has <br /> raised questions regarding insurance and a fee for using the Town ramp. Tim Leedham made <br /> the point that we should provide the ability for the dredged material to be removed. Rick <br /> York further stated that if the material removed is muck then it is helpful to the health of the <br /> water(although at this point we do not know what it is i.e. muck or sand). Discussion took <br /> place on the pros and cons. It was noted that we currently allow ramp access to residents to <br /> remove and install docks without charge. Catherine mentioned potential of damage to the <br /> ramp. Tim Leedham stated that commercial operators are good at their jobs and he believed <br /> there is a low probability of damage. Ken suggested that the Town needs to be sure that the <br /> dredge company needs to be bonded and insured. The discussion resulted in the general <br /> consensus that we should not charge for private use of the ramp. A Motion was made by <br /> Don MacDonald that we support the private usage of the ramp for dredging provided the <br /> commercial dredge company show proof of insurance. Seconded by Dick Noonan and <br /> unanimously approved by all Commission members present. Ken Bates will send a note to <br /> Catherine and the BOS of support for this position. <br />
