Communications&Correspondence: <br /> - Ken reviewed email he had sent out to the Commission advising of the upcoming Mashpee <br /> Municipal Vulnerability Preparedness Program Workshop to be held Friday 11/15 at the <br /> Public Library. Further that Ken Bates, Don MacDonald and Dick Noonan would be attending <br /> representing the MWC at the workshop. <br /> - Ken read the letter received from the Monomoscoy Island Improvement Association in <br /> which they expressed their concerns about the deterioration of water quality and clarity in <br /> surrounding waters. They expressed concern about the speed with which the Town has <br /> addressed this concern. They further expressed their support for funding for sewerage to <br /> address this issue with a prioritization on locations. The letter was sent to the offices of the <br /> Town Manager, DNR Director, Town Planner and the Sewer Commission as well as MWC. <br /> Ken took the action to draft a response on behalf of the MWC. <br /> - The NOI for the Meydani Walkway/Kayak project on Jehu Pond was discussed and the <br /> Commission expressed no concerns <br /> - The Donnelly&Schiffman dock and float project was discussed and no concerns were <br /> expressed by members. <br /> - The email Commission Member Steve Mone wrote on the MWC Mission and Agenda <br /> organization was discussed at large. It was noted that our agenda conforms with the <br /> standard agenda format for all Town Departments. A recommendation was made to report <br /> matters relevant to Popponesset and Waquoit Bays within the Harbormaster's report to <br /> reduce redundancies. All other items will remain unchanged. <br /> Old Business: <br /> Harbormaster Report: <br /> - Jeff Smith reports that October sees activity slowing down. The office spent a total of 15 <br /> hours on patrol and interacted with only 2 vessels. No warnings or citations were issued. <br /> - Staff removed 57 Town owned and maintained private aids to navigation. <br /> - They established a Federal Permit for a Danger Buoy not previously permitted, off <br /> Succonnesset Point. <br /> - Four boats (Mako on 22 Mashpee/Wakeby, Maritime 18 on Little River, Carolina 17 on Johns <br /> Pond and a spare Boston Whaler 17) were removed and winterized. Additionally, the Pump- <br /> Out boat was hauled and winterized on 10/24. <br /> - Other activities: disposed of 10 dinghy from the storage yard that were not salvageable, <br /> prepared various items i.e. trailers, kayaks for on line auction the Town is planning, serviced <br /> 3 town owned and maintained mooring balls in various locations, completed major <br /> maintenance on the Safeboat that had been neglected, and initiated new maintenance <br /> tracking to insure all Harbormaster boats are maintained according to IAW Manufacturers <br /> standards. <br /> - The office is now in the process of reviewing and approving Bass Tournaments for the 2020 <br /> season. <br /> - Ken brought up the issue of power loading. He was asked by Selectman Andrew Gottlieb if <br /> we issue tickets for the offense. Jeff reported that the current practice is to be present and <br /> educate boaters about the practice and they only infrequently issue verbal warnings. Many <br /> boaters are not even aware of the issue. This is predominately a problem of boater <br /> education. <br /> DNR Director/Shellfish Constable Report. <br /> - Rick York reported that the algae bloom in Santuit Pond persisted until the end of October <br /> and Advisories are still posted. He noted that it will continue to persist until the water turns <br /> colder. DNR will continue to monitor. <br /> - Enforcement: The Shellfish Constable reported that in October a total of 163.25 hours were <br /> spent on shellfish patrols which includes 95 contaminated area checks, 20 recreational <br /> shellfish license checks, 18 recreational seed checks, 6 commercial license and seed <br />
