speed limit. The Chair responded that she would work with Falmouth to determine whether <br /> additional signage would be needed to reduce speed. In addition,the Chair spoke with <br /> Mashpee.'s Chief of Police regarding residents' concerns about speeding, and indicated that <br /> additional patrols would be dispatched to the area. <br /> Mr. Jack inquired whether Mr. Cavossa could issue a letter to his vendors advising them of <br /> residential concerns and advising them to reduce their speed and cover their trucks. Mr. Cavossa <br /> confirmed that he would send a letter, admitting that his trucks may also be responsible for <br /> driving over the speed limit. Mr. Cavossa stated that Joe Stone, located on the property,had <br /> pulled over some trucks to make them aware of the speed. Regarding litter,Mr. Cavossa stated <br /> that they were presently not accepting MSW, but primarily construction and demolition debris. <br /> In addition to drafting a letter about speed reduction, Mr. Cavossa will speak to his own drivers <br /> about slowing down. Mr. Cavossa also reached out to the Sheriff's department about bringing in <br /> a small crew of men to patrol for clean up every other week or so. Mr. Jack stated that the <br /> concerns expressed were valid and needed to be addressed. Regarding hours of operation, it was <br /> noted that the site was open to vendors 7am-3:30 pm,but that hours for Cavossa workers were <br /> 5am-5pm. <br /> Mr. Jack inquired about school bus pick up times and Ms. Boettger confirmed that bus times <br /> were 7/8 am and 2:30/3:30pm, adding that she was often awakened at 5 am due to loud trucks. <br /> Mr. Cavossa responded that they had been open at 5 am when they were accepting MSW, but <br /> that had not been for a while. Mr. Cavossa stated that his trucks did not leave the yard until 7 <br /> am. Mr. Cavossa further noted that vendors could be traveling the road at 6:45 am to arrive for <br /> the 7 am opening. Ms. Boettger stated that she was unaware of the operation of the transfer <br /> station,but the Chair responded that there had always been a transfer station,though it had been <br /> shut down for two years. Mr. Cavossa requested that, if there were any issues,to please contact <br /> his office right away so that he could address the issue immediately. Ms. Boettger confirmed <br /> that they had called before and the issue seemed to be addressed. Mr. Cavossa stated that he <br /> took safety issues seriously. Mr. Goddard suggested use of portable signage to report speed to <br /> drivers and Mr. Jack confirmed that Falmouth had a sign that could be used. The Chair <br /> encouraged Ms. Boettger to contact her office or Mr. Cavossa directly with any concerns. <br /> NEW BUSINESS <br /> Discussion on Rail Line <br /> Chairman Laurent referenced notification sent to the Managers that a rail inspection was <br /> completed and deficiencies identified, as well as a cease and desist order that was received. <br /> Since that notice, a temporary reprieve was issued with conditions,to allow continued use of the <br /> rail. Yesterday, Mr. Podgurski of Mass Coastal forwarded copies of the inspection report, <br /> highlighting the deficiencies,to Mr. Segura. <br /> Mark Renker,Mass Coastal Railroad,reported that Federal track inspectors identified 207 ties <br /> and 11 timbers that were defective, emphasizing that they were also reviewing the inspection <br /> results and planned to follow up with ANG to determine what needed to be done and who would <br /> be responsible for funding. Mr. Renker confirmed that they were running under the operational <br /> .order of 60 days. <br /> 2 <br />
