*DRAFT* BOARD OF SELECTMEN MINUTES 12-9-2019* 4 <br /> Board of Selectmen <br /> Minutes <br /> December 9, 2019 <br /> Discussion of the Siting and Design Issues with Phase One of the Wastewater Plan: <br /> For transparency it-was recommended that a street listing be defined and incorporated into the Phase I <br /> mapping. Mr. Gregg of GIID indicated that based on evaluation he has recently updated the mapping and <br /> would distribute a more refined map of the parcels under consideration and the identified street locations <br /> specifically impacted by this phase. <br /> Preliminary design schematics and radius show a:significant buffer, 200' on average with a 3 00' buffer <br /> towards the Transfer Station. The proposed buffer exceeds the norm to what exists at the willowbend and <br /> Southport wastewater treatment sites. <br /> In,addition it was recommended the Town offer a tour of the Mashpee Commons wastewater treatment plant <br /> for interested citizens and for those impacted by the Site 4 wastewater treatment facility for added visual <br /> review. The Sewer Commission recommended to rmlce copies available from the GHD presentation on <br /> October 17, 2019, and to post the information on the Town's website. <br /> Discussion and A pproval of warrant Articles for the May 2020 Special and Annual Town Meetin&. <br /> It was agreed the Town is prepared to move forward with Phase I, After discussion, the Board voted as <br /> follows; <br /> Motion made by Selectman O'Hara to place an article on the May 2020 Town Meeting warrant to <br /> appropriate from available funds (funds available for appropriation or free cash); $840,000 to the <br /> Sewer Commission wastewater Treatment Plant Design Account to complete the design of Phase I of <br /> the municipal wastewater treatment plant to be located-adjacent to the Town's solid waste transfer <br /> station; subject to appropriate article language and the review of the Finance Team. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0: <br /> Roll Call Vote: . <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Selectman Weeden,yes opposed, none <br /> *The above article as approved would not impact the tax rate. <br /> Motion made by Selectman Cotton to place an article on the May 2020 Town Meeting warrant to <br /> appropriate from available funds; $1,640,000 to the Sewer Commission Collection System Design <br /> Account to complete the design of Phase I of the sewer collection system to be connected to the <br /> municipal wastewater treatment plant to be located adjacent to the Town's solid waste transfer station; <br /> subject to the approval of a Debt Exclusion Ballot Question in the amount of$1,640,000, and <br /> appropriate article language as well as the review of the Finance Team. <br /> Motion seconded by Selectman O'Hara, <br /> VOTE: Unanimous. 5-0.. <br /> Roil Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Selectman Weeden,yes opposed, none <br />
