*DRAFT* BOARD OF SELECTMEN MINUTES 12-9-2019* 4 Board of Selectmen Minutes December 9, 2019 Discussion of the Siting and Design Issues with Phase One of the Wastewater Plan: For transparency it-was recommended that a street listing be defined and incorporated into the Phase I mapping. Mr. Gregg of GIID indicated that based on evaluation he has recently updated the mapping and would distribute a more refined map of the parcels under consideration and the identified street locations specifically impacted by this phase. Preliminary design schematics and radius show a:significant buffer, 200' on average with a 3 00' buffer towards the Transfer Station. The proposed buffer exceeds the norm to what exists at the willowbend and Southport wastewater treatment sites. In,addition it was recommended the Town offer a tour of the Mashpee Commons wastewater treatment plant for interested citizens and for those impacted by the Site 4 wastewater treatment facility for added visual review. The Sewer Commission recommended to rmlce copies available from the GHD presentation on October 17, 2019, and to post the information on the Town's website. It was agreed the Town is prepared to move forward with Phase I, After discussion, the Board voted as follows; Motion made by Selectman O'Hara to place an article on the May 2020 Town Meeting warrant to appropriate from available funds (funds available for appropriation or free cash); $840,000 to the Sewer Commission wastewater Treatment Plant Design Account to complete the design of Phase I of the municipal wastewater treatment plant to be located-adjacent to the Town's solid waste transfer station; subject to appropriate article language and the review of the Finance Team. Motion made by Selectman Cotton to place an article on the May 2020 Town Meeting warrant to appropriate from available funds; $1,640,000 to the Sewer Commission Collection System Design Account to complete the design of Phase I of the sewer collection system to be connected to the municipal wastewater treatment plant to be located adjacent to the Town's solid waste transfer station; subject to the approval of a Debt Exclusion Ballot Question in the amount of$1,640,000, and appropriate article language as well as the review of the Finance Team.
