The articles are not a part of the State <br /> Revolving Fund(SRF) loan. <br /> Motion made by Selectman Cotton to place (2) Articles on the May 2020 Town Meeting warrant to, <br /> Adjust the CPA tax from 3% to 2%.and <br /> To create the WIIF at 2% using 1% from the CPA tax, and a net increase of 1% <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous, 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Selectman Weeden,yes opposed, none <br /> Approval of the Article would adjust the CPC effective July 1, 2020. In the tax bill distribution process, the <br /> WIIF would tale effect in 2022. <br /> Discussion and Approval of Debt Exclusion Ballot Questions for the Mqy 2020 Town Election: <br /> Motion made by Selectman O'Hara to authorize a Debt Exclusion Ballot Question in the amount of <br /> $1,640,000 to complete the design of the first phase of the sewer collection system as referenced subject <br /> to an affirmative vote of support at the May 2020 Town Meeting. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. ' <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Selectman Weederi,yes opposed, none <br /> Discussion and Approval^of Wastewater Policy Positions: <br /> Discussion followed with regards to the intended operational process. A separate district would not affect the <br /> Town finances leaving the sewering out of the Town and absent of budget discussions. In considering the <br /> right-direction for the Town, a combined water/sewer district is the preferred option as the entities are <br /> comparable and considered in normal process as water/sewer districts or water/sewer departments with many <br /> communities. <br /> Previously,the Town was involved in favorable negotiations with the 1Vlashpee Water District to merge the <br /> water and sewer. A Memorandum of Agreement was developed in 2011, but it was not executed. <br /> The Town previously obtained legislative approval to combine the water/sewer entities. In 2014 the voters <br /> did not pass the referendum which halted the final step in the conversion process and time sensitive sunset <br /> clause.. The matter was noted to have been discussed by the water District this spring, and by a vote of 2-1, <br /> there was no action to support the merger. Legislative authorization would be required to form or to merge the <br /> districts. The process may take two years and approval would not obligate the Town.. <br />
