Old Business: <br /> Aquaculture Regulation Edits(DRAFT) <br /> -Per the Harbormaster,we will implement 10A/mooring fees on all Aquaculture support <br /> structures. <br /> -Bird deterrent methods(similar to what other towns have adopted) <br /> -Section 4.1 Violations older than 5 years may be taken into consideration <br /> Darryl Christensen and Dick Cook brought up concerns regarding the 10A fees: how they are assessed, <br /> significant costs, and if it discourages new aquaculture.Ashley Fisher gave feedback from her <br /> conversations with the Harbormaster and Rick York. Bill Holmes commented he's thought about it and <br /> he doesn't think it should be free. Mark Burtis and Chris Burtis both voiced concerns regarding the fees <br /> and inspections, one of the main concerns being the use of the term 10A. Ashley Fisher reiterated the <br /> inspections could be done by the Harbormaster or a mooring inspector, and also that these regulations <br /> are for everyone,this has been a problem for a number of years.The discussion went further until it was <br /> brought up that no one from the public attended either of the posted workshops,where most of this <br /> should have been discussed. Members from the public said they were unaware of the workshops. <br /> Peter Thomas moved to amend the draft Article 4.14,to strike the term 10A from the language. <br /> Seconded by Bill Holmes.All in favor. Motion passed. <br /> Peter Thomas moved to forward the draft to the Board of Selectman. Seconded by Bill Holmes. 2 in <br /> favor,3 opposed. Motion failed. <br /> It was decided to table the discussion for one more meeting before the Commission forwards the draft <br /> to the Board of Selectmen. <br /> Aquaculture License Area Availability <br /> Ashley Fisher updated the group: D.I.S. came <br /> Floating gear and bottom gear are permitted in Waquoit 2. Waquoit 1 aquaculture is prohibited. <br /> Popponesett 1 is restricted to floating gear, Popponesett 2 floating gear is permitted. <br /> Volunteer Program: Mashpee M.U.S.S.E.L.'s <br /> Ashley Fisher asked the Commission how to advertise the volunteer program?Steven Marques <br /> asked about the library. Lisa Bohnenberger mentioned the high school. Ashley Fisher said in the <br /> past only one student showed up, but perhaps a S.T.E.M. program. Bill Holmes asked about the <br /> timeframe,Ashley Fisher said May-September. There might be a possibility of paid internships. <br /> Mark Weisman mentioned Ameri.corps.
