6 <br /> Board of Selectmen <br /> Minutes <br /> December 2, 2019 <br /> Discussion and Approval of Year Two of the Following Annual Contracts: (continued) <br /> Trash/Recycling Services—Cavossa Disposal: <br /> Portable Toilets—Pina SaJe Sanitation: <br /> Motion made by Selectman Sherman to extend the annual contracts with Cavossa <br /> Disposal for Trash/Recycling Services and Pina Sajje Sanitation for the Rental of Portable <br /> Toilets as recommended for FY2020. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Selectman Weeden,yes Opposed, none <br /> Follow up Discussion on New Bedford Waste Services Contract: Town Manager Rodney <br /> Collins: <br /> Town Manager Rodney C. Collins updated the Board of Selectmen on the matter of New <br /> Bedford Waste Services (NBWS) requesting to amend the existing Waste Disposal Agreement <br /> to increase the tip fee to $93.75 per ton for CY20. <br /> The current tip fee is $59.23 per ton. In August of 2019 the Town received a letter from NBWS <br /> stating the tip fee would increase to $75 per ton effective October 1, 2019. Mike Camera, the <br /> General Manager of NBWS attended the Board's November 4, 2019 meeting and indicated the <br /> fee would be $60.60 per ton, not$75 per ton. <br /> After discussing the reasoning behind the increase due to the recycling markets and lack of <br /> disposal options,the Board requested the Town Manager work with the DPW and NBWS to <br /> determine a reasonable solution. Mr. Camera indicated the $93.75 increase was necessary to <br /> continue the viability of NBWS. Fees would compensate for expenses incurred for handling, <br /> transportation and disposal. The fee is proposed for one-year only. There was no negotiation <br /> regarding the $93.75 price. <br /> Town Manager Rodney C. Collins strongly recommended the Board of Selectmen reject the tip <br /> fee increase of$93.75 per ton and authorize the Town Manager to address this matter with the <br /> guidance of Town Counsel and seek additional options for disposal. <br /> At this time SEMASS Covanta and the Bourne Integrated Solid Waste Management facility <br /> may have the capacity to accept MSW from Mashpee. There may be other facilities that could <br /> provide out of state disposal, including transportation by rail. <br />
