7 <br /> Community Preservation Committee <br /> Minutes <br /> November 7, 2019 <br /> David Kaplan, FORWARD at the Rock—Affordable Housing for Adults w/Autism: (continued) <br /> Currently, the FORWARD program has raised $2,537,000 of the $2,675,000 required to <br /> complete the project. CPA contributions have been received from the Towns of Dennis, <br /> Barnstable, Yarmouth, Chatham. A grant award from the Town of Brewster in the amount of <br /> $75,000 is pending a vote of town meeting. The Town of Mashpee was the only Cape town to <br /> reject the funding. In the selection process administered by the Department of Social Services, <br /> the residential priority is for Cape Cod residents. <br /> Additional funds are required to complete the enhancements to the facility, items omitted from <br /> the project due to lack of funding. Underfunded improvements include landscaping, building <br /> signage, enhanced lighting for the building envelope, and alarm system and curbing for parking <br /> lot and driveway safety. <br /> In considering this project,the CPC recommended that FORWARD meet with the Mashpee <br /> Board of Selectmen to further review the aspects of the project proposal with representation from <br /> interested parties from the Town of Mashpee. <br /> Motion made by Ms. Waygan to approve and recommend to the May 2020 Special Town <br /> Meeting the FORWARD project in the amount of$40,000. <br /> Motion seconded by Mrs. Thayer. <br /> VOTE: 3-2. Motion carries. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mrs. Thayer,yes Mr. Halpern, no <br /> Mr. Larkin, no Ms. Waygan,yes Opposed, (2) <br /> Motion made by Ms. Waygan to fund the FORWARD project; $40,000 from the CPA 10% <br /> Affordable Housing Reserve. <br /> Motion seconded by Mr. Halpern. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mrs. Thayer,yes Mr. Halpern,yes <br /> Mr. Larkin,yes Ms. Waygan,yes Opposed, none <br /> NEW BUSINESS <br /> Arden Cadrin, Interview for At-Large Membership to CPC: <br /> The letter of interest to serve on the CPC was respectively withdrawn by Arden Cadrin. <br />
