The <br /> application provides for 5 affordable rental units and 8 marketable rental units. The affordable <br /> percentage may be required to increase to qualify for MA Housing funding. It has not been <br /> determined if the project would be filed under the mandates of Chapter 40B or the LIHTC <br /> program as figures are preliminary and in the pre-development phase. There may be a mix of <br /> sales and rentals. <br /> The application states the Mashpee Housing Authority would act as the management agent for <br /> this project although the applicant has not formally discussed this proposal with the MHA. <br /> There have been preliminary discussions regarding this project that would include the Mashpee <br /> Housing Authority acting as the lottery agent with Veterans having local preference. The <br /> standard compliance includes preference for those who live in Mashpee, work in Mashpee and <br /> have a child in the Mashpee school system as well as full compliance with equal opportunity and <br /> other preferential programs that may be required. <br /> With regards to financing it was noted that certain aspects of financing cannot release funding <br /> until a certificate of occupancy is obtained. <br /> The CPC acknowledged this project is within its infancy stage and further information is <br /> required. The applicant was requested to provide written response to questions several of which <br /> require presentations with applicable Town regulatory agencies and boards. <br /> The deadline to submit an article for the May 2020 Town Meeting warrant is Monday, February <br /> 10, 2020. The project was taken under advisement at this time. <br /> David Kaplan FORWARD at the Rock—Affordable Housing for Adults w/Autism: <br /> David Kaplan, Executive Director of FORWARD—Friends or Relatives with Autism&Related <br /> Disabilities was in attendance with Sheila Lyons, a member of the Board to request CPA funding <br /> in the amount of$40,000 to contribute as a regional effort, funding to support the remaining <br /> construction of the affordable supportive housing for adults with severe Autism. <br /> It was disclosed that last year, FORWARD submitted an application to the CPC in the amount of <br /> $100,000 for the supportive regional housing which consists of purpose-built homes for 8 adults <br /> 22 years and older with Autism on 5 acres of town-owned land in the Town of Dennis. The CPC <br /> was supportive of the application by a 6-2 vote recommending the sum of$50,000 to move <br /> forward to Town Meeting for final authorization. The Board of Selectmen voted 4-1 against the <br /> proposal and the article was removed from the warrant. <br />
