5 <br /> Community Preservation Committee <br /> Minutes <br /> November 7,2019 <br /> APPOINTMENTS &HEARINGS <br /> Domingo Pena,DJP Enterprises LLC—Caroline Way Residences: <br /> The Community Preservation Committee was in receipt of an application from Domingo Pena of <br /> Perth Amboy,NJ in request of CPA funding in the amount of$500,000 for the Caroline Way <br /> Residences project located at 243 Cotuit Road, Mashpee. The subject premise is currently <br /> owned by Domingo Pena and Jacqueline Pena. <br /> Terri-Smith Pena was in attendance to discuss the project application with the CPC members. <br /> Mr. Pena unable to attend the meeting and participated remotely. <br /> A small residential development is proposed at the subject site location, 13 units for the <br /> 55+/senior,affordable workforce rental housing at 80%AMI for the benefit of the Mashpee <br /> community. The project is in its pre-development/application stage is anticipated to obtain <br /> design completion submittals by the end of November, 2019. <br /> Pre-development funds are being sought from a private investor. With full funding commitments <br /> it is anticipated the closing would occur in the Spring of 2020, and project completion in October <br /> of 2020. The project would include a combination of financing from private investors, local <br /> financing institutions and governmental program financing which may include LIHTC financing <br /> for the affordable housing rentals. It was noted that DHCD financing requires the committal of <br /> funds from the community as well as project endorsement. <br /> A single family dwelling is currently situated on the property located near many area amenities. <br /> The home is planned to be demolished to allow for the construction of the condominium units <br /> containing two bedroom, two bathroom units. Construction is planned for single level living <br /> with open floor plans and single car garages. <br /> It was noted the property lies in close proximity to Santuit Pond. Thirteen units each with two <br /> bedrooms would require five denitrification systems at a cost of$20,000 with$2,000 per year <br /> projected for maintenance. The project has not received approval from the Board of Health to <br /> site the proposed 26 bedroom units on 2-acres of land. The project engineer is currently working <br /> with the Board of Health to gain necessary approvals. This would include septic requirements. <br />
