4 <br /> Community Preservation Committee <br /> Minutes <br /> November 7, 2019 <br /> Ken Bates, Waterways Commission—Waterways Extension Project: <br /> Ken Bates, Chair of the Waterways Commission met with the Community Preservation <br /> Committee to request CPA funding in the amount of$144,000 for the Waterways Extension <br /> Project. <br /> The goal of this project is to improve recreational activity in Waquoit Bay and its embayment's. <br /> Funding if supported by the CPC would provide for the necessary engineering and permitting <br /> associated to the dredging of the Little River and Great River Channels to include Hamblin and <br /> Jehu Ponds. <br /> The dredging from Waquoit Bay to the intersection of Little and Great Rivers is permitted. <br /> Beyond this channel, dredging is not permitted. The depth of water limits the size of boats and <br /> the ability of boats to navigate the channels at all tides. Dredging is also a beneficial way to <br /> improve tidal flush which may reduce nitrogen and improve water quality. <br /> Mr. Bates indicated that he anticipates obtaining permitting within two years. The Town is <br /> actively seeking matching grants for the project as well as the dredging itself if permitting is <br /> received. The cost of the dredging for the four approaches is$106,000. Funding for dredging <br /> generally drives from the Waterways Improvement Fund. <br /> Motion made by Mr.Halpern to approve and recommend to the May 2020 Special Town <br /> Meeting the Waterways Extension Project in the amount of$144,000. <br /> Motion seconded by Mr. Larkin. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mrs. Thayer,yes Mr. Halpern,yes <br /> Mr.Larkin,yes Ms.Waygan,yes Opposed,none <br /> Motion made by Mr. Halpern to fund the Waterways Extension Project; $144,000 from the <br /> CPA Budgeted for Appropriation Reserve. <br /> Motion seconded by Mr. Larkin. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mrs. Thayer,yes Mr.Halpern,yes <br /> Mr. Larkin,yes Ms.Waygan,yes Opposed, none <br />
