Collins, Town Manager <br /> Board of Selectmen <br /> FROM: Ashley Fisher, Shellfish Constable <br /> RE: New Shellfish Aquaculture License Application, Thomas F. Smith <br /> I]escripton <br /> Discussion of the application filed on December 23, 2019 by Great River Oyster Company, Thomas F. <br /> Smith, Founder, for a new Shellfish Aquaculture License. <br /> Background <br /> The applicant Thomas F. Smith is requesting a Shellfish Aquaculture License for a 2.5 (108,900 square <br /> feet) acre parcel with a total perimeter of 1,752 feet to be located in Northern Great River adjacent to <br /> Monomoscoy Island to grow eastern oysters(Crassostrea virginica).Demarcation buoys will be 15 inches <br /> round standard yellow balls,appropriately anchored at the corners'of the site. The license application and <br /> plans for the proposed area are attached. <br /> *Mr. Smith had previously submitted an application for a Shellfish license which was discussed by the <br /> Board of Selectmen at their meeting on June 4, 20 t 8. The Board voted to take the matter under <br /> advisement-to the next meeting on June 18, 2018. Subsequent to that correspondence was received from. <br /> Mr..Smith withdrawing his application to make changes to accommodate some of the concerns that arose <br /> from the June 4t public hearing and he would reapply for the license at a later date. <br /> p g <br /> Mr. Smith plans to use solely Boating gear, known to the aquaculture community as OysterGrosS (see <br /> attached plans).These units will be flipped regularly to expose fouling species to the air to prevent fouling <br /> of the product. Per the US Army Corps of Engineers, Mr. Smith will only be allowed to utilize 20,000 <br /> square feet of floating gear. <br /> Recommendation <br /> The Shellfish Commission voted on May 22, 2019 to accept Mr. Smith's Aquaculture application as <br /> complete, all requirements are were met by all commissions/committees involved in the process. <br /> The waterways Commission.voted at their meeting on May 14,2019 to recommend approval of the Tom <br /> Smith Aquaculture Project with close monitoring procedures as established by the Shellfish Constable. <br />
