I also recommend that if Mr. <br /> Smith intends to use solely the Oys_terQr.oV method he should-:purchase the stealth coloration to reduce <br /> visual impacts to the surrounding homeown-prs. <br /> Pros <br /> The approval of Mr. Smith Aquaculture License application will help the town of Mashpee to further <br /> their efforts to reduce nitrogen in the great River 1 Jehu Pond area. Smith plans to'grow approximately <br /> 180,000 oysters within the OysterGrosg on site, this could remove approximately 90 kg of nitrogen per <br /> year if oysters are able to reach market size in a 12 month period. Deployed aquaculture structures have <br /> also been found to attract and increase diversity of fish and invertebrate species within the immediate <br /> surrounding area(Allen et. al. NOAA Fisheries). <br /> Cons <br /> Mr. Smith poses a high risk to the aquaculture community due to his past shellfish violation occurring on <br /> the 20th of January 2017. Mr. Smith purchased 3,000 9-13 mrn oysters and deployed them within <br /> OysterGrog cages under his dock located at 226 Monomoscoy Road. This is a direct violation of <br /> Mashpee and State regulations that prohibit the procession of seed shellfish without a state issued <br /> propagation permit or town aquaculture license. Even though Mr. Smith was fined and paid for his <br /> violation, the violation could have potentially affected the public health of our community and the <br /> livelihood of the surrounding permitted aquaculture license holders. <br /> It is in my opinion that Mr. Smith willfully ignored Shellfish Aquaculture Laws and Regulations. Even <br /> though advisement was given directly to hint in the application process he failed to take or ignored the <br /> direction of Town officials. I ask the Selectman to look at his violation as a prelude-to how he will <br /> operate a business within our town. <br />
