2 Finance Committee Minutes January 9, 2020 Present: Mike Richardson, Jeffrey Pettengill, Gregory McKelvey, Phil McCahill, Darlene Furbush, John Miller, Chuck Gasior Meeting Called to Order by Chairman Richardson at 6:30 p.m. Mashpee Town Hall, Popponesset Meeting Room PUBLIC COMMENT—None at this time. MINUTES Thursday November 21, 2019: Motion made by Mr. Miller to approve the minutes of Thursday,November 21,2019 as presented. Motion seconded by Mr. McCahill. VOTE: Unanimous. 5-0-2. Roll Call Vote: Mr. Richardson,yes Mr. Pettengill,yes Mr. McKelvey, abstained Mr. McCahill,yes Mrs. Furbush, abstained Mr. Miller,yes Mr. Gasior,yes Opposed, none COMMUNICATIONS & CORRESPONDENCE Communications from Finance Committee Liaison Selectman Andrew R. Gottlieb: Selectman Andrew R. Gottlieb was in attendance to update the Finance Committee on matters of significance. The Finance Committee was in receipt of a request for a Reserve Fund Transfer in the amount of $59,473 to offset and balance the remainder of funds due to New Bedford Waste Services for solid waste disposal. The Board of Selectmen at their last meeting voted unanimously to approve a modification of the contract for a term of(1) year effective January 1, 2020. Mr. Gottlieb indicated the fluctuations in waste disposal have increased dramatically and there is little control over cost variations. This matter was discussed at the last Selectmen's Association Meeting as increased disposal costs are affecting the entire country. The average increase in tip fees is $93-$95 per ton. The cost to the Town of Mashpee is $93.75 per ton. China is no longer taking waste unless it meets certain cleanliness standards. As a result, there are a declining number of facilities accepting waste in the State of Massachusetts. As an alternative, waste is being hauled to out of state locations.
