3 <br /> Finance Committee <br /> Minutes <br /> January 9, 2020 <br /> COMMUNICATIONS & CORRESPONDENCE <br /> Communications from Finance Committee Liaison Selectman Andrew R. Gottlieb: (continued) <br /> The Board of Selectmen was noted to have debated the cost with the contractor, and agreed to <br /> the increase for the benefit of the Mashpee community. The contractor waived his right to <br /> impose additional price increases for one year. Over the next year, the Selectmen will be <br /> reviewing longer term options and costs for waste disposal. It is assumed the costs of disposal <br /> will most likely not decrease. <br /> With regards to recyclables,there is currently no market. The Town does recoup for the <br /> recycling of cardboard and metals. Glass is accepted at a crushing facility in the Town of <br /> Dennis. Mashpee is required to retrieve the glass for use as asphalt aggregate and as an <br /> alternative to certain paving projects. <br /> In other business it was noted the deadline for warrant articles in Monday, February 10, 2020. <br /> Town Manager Rodney C. Collins is scheduled to make the Town Manager's Budget <br /> Recommendations to the Board of Selectmen on February 10,2020. In an effort to streamline <br /> processes including the Finance Committee review of the budget it was recommended the <br /> Finance Committee attend the regular meetings of the Board of Selectmen. <br /> Mr. Gottlieb indicated that operational procedures associated to the warrant have been <br /> implemented to avoid language changes. This includes the request for an explanation of intent. <br /> Increased information will alleviate timely amendments. <br /> Regarding the matter of wastewater, the May Town Meeting warrant will contain an article in the <br /> amount of$840,000 to complete the design/engineering of Phase I of the municipal wastewater <br /> treatment plant to be located adjacent to the solid waste transfer station. The project is intended <br /> to be funded with Funds Available for Appropriation formerly known as Free Cash. <br /> A second wastewater article in the amount of$1,640,000 is proposed to consider the completion <br /> of the design/engineering in Phase I of the sewer collection system. The passing of this article is <br /> based on a debt exclusion to take effect in May of 2021. <br /> A second debt exclusion is being considered for construction monies in 2026-2027. <br /> The information regarding the wastewater articles is preliminary. <br />
